Background Why replace the MMRB with MAR2? GEN(ret) Franks 2009 MEB/PEB Study- identified there were numerous problems with the MMRB as it is currently organized. Recommended an “administrative review” prior to MEB/PEB 2009 TF- reported that commanders were confused on medical boards, specifically MMRB as it relates to MEB/PEB MAR2 program is a logical process that is easy to understand Processing time has significantly decreased giving quicker response to SM deployable status MAR2 outcome properly coded in MEDPROS and EMILPO by one agency (HRC) Studies have shown some problems with the current MMRB process. Key issues are variations in the board process from installation to installation, different results for Soldiers with similar issues and follow up transactions MEDPROS and eMILPO were not taken place. Seemed to be a lot of confusion about the MMRB process. The MAR2 program was instituted at 4 pilot locations with favorable results. Feedback from the pilot program indicates that commanders feel that the process is easier to understand and provides a quicker response as to the deployability status of their Soldier. Additionally post board transactions are completed by HRC (MEDPROS and eMILPO).

Post Retention (OPS/FRA) Collect Profiles – Coordinate with Patient Administrative Division (PAD) at the hospital Screen Profile – Should Soldier process under MAR2 or be referred directly to MEB (Profile example on next slide) Screen Profile – Is profile unclear Check EDAS Approved Retirement (ERUP 9Y) – Stop process On orders – Request deferment if report date is within 90 days Check Soldier's EFMP date, MVNAR and ASCO codes to ensure Soldier is eligible for movement Process ERUP of 9H via RETAIN Forward profile to BDE/BN with 14 day suspense Soldier’s with approved retirement are not required to process under the MAR2. Request a deferment through S1 channels if the Soldier is on orders with a report date within 90 days or less. See next slide for examples - Profiles that should be referred to MEB or returned back to the PAD for clarification or correction before sending them to the BDE/BN. Post Retention

If profile is complete and clear then forward to the unit Career Counselor. Don’t forget there must be two signatures!!! (Example - Unclear) The Soldier has lower back pain but no descriptions of his limitations are in block 8. DA Pam 611-21 does not say “ Soldier cannot have lower back pain”. We need to know what the limitations are or else the Soldier will be retained in the current MOS. (Example- Refer directly to MEB) Three reasons Soldier should be referred to MEB by the installation and NOT sent up as a MAR2. All it takes is one “No” to be marked for referral to MEB. Profile Examples *If profile indicates the Soldier cannot perform all functional activities then forward the profile to the Physical Evaluation Board Liaison Officer (PEBLO). Basically if any of the blocks in 5a-j are marked no then the Soldier is to be referred to the PEBLO for MEB processing. *If profile does not clearly state the limitations or lacks 2 signatures (Profiling officer and approving authority), then return the profile to the PAD for correction. Post Retention

MAR2 Packets DA Form 3349 BDE/BN * Another example of a profile. This profile states actual limitations that can be used to determine what MOS the Soldier can perform in. Remember, HRC needs more than just the medical condition (ie Lower Back Pain)…We need to know what the Soldier can and cannot do (ie carrying MAX weight of 82 pounds). BDE/BN

MAR2 Packets DA Form 4856 PG1 BDE/BN The counseling form acknowledges that the Soldier will be processed under the MAR2 program. Not separation action, promotion eligibility, Deferment of current assignment may be necessary, possibility be MEB referral BDE/BN

MAR2 Packets DA Form 4856 PG2 BDE/BN Page 2 explains that the Soldier has 5 days to submit an appeal Also includes the assessment of the plan of action to close out the MAR2 action. BDE/BN

MAR2 Packets Soldier’s Statement Designed to have the Soldier state he understands the possible outcomes (Retain in PMOS, Reclassification, Referral to MEB) Gives the Soldier a chance to state what the desired outcome is based on their profile. BDE/BN

MAR2 Packets Company Commander’s Statement Commander’s Recommendation needs to include if the Soldier can be deployable or work in field conditions in either the current MOS or another MOS (without causing further injury). Ask the Commander “Would you deploy this Soldier in your unit in another MOS?” Also include any information that needs to be known. I.e. Wife/Soldier pregnant, Soldier pending UCMJ, Soldier pending surgery…Basically anything that could effect the availability of the Soldier to attend training or PCS. BDE/BN

MAR2 Packets Battalion Commander’s Statement BN Commander indicates concurrence or nonoccurrence with CO Commanders recommendation. Adds any additional information deemed necessary. BDE/BN

BDE/BN (Packet Process) Career Counselor Counsels Soldier on DA Form 4856 Assist Soldier in preparing his/her statement Refer the Soldier with DA Form 4856 & profile to Company Commander Company Commander Request 14 day extension if clarification is needed from medical personnel Reviews DA Form 4856, Profile, Soldier’s statement and Table 10 (DA PAM 611-21) Counsels Soldier Prepares Company Commander’s statement Career Counselor delivers packet to the Battalion Commander Battalion Commander Review MAR2 packet Prepares Battalion Commanders statement Career Counselor delivers packet back to Post Retention Career Counselor counsels Soldier on DA Form 4856 and assists Soldier as necessary to complete his/her statement. 4856 and Soldier statement is forwarded to Company Commander to review and counsel Soldier. Company Commander will forward initiated MAR2 packet with Co Cdr statement through Career Counselor to Battalion Commander. BDE/BN

BDE/BN (Packet Process – Additional Documents) Limit additional documents to those that are necessary. SPRINT test Proponent waiver if already acquired etc. Do not send unnecessary documents such as: NCOER DA Form 1059 Awards Table 10 printouts (DA PAM 611-21) Remember to remove the Table 10 (DA PAM 611-21) printouts before scanning the documents. Table 10 is for the CDRs to refer to when they evaluate the Soldier’s capabilities in their current PMOS. HRC already has access to these documents. BDE/BN

RETAIN – BDE/BN (MOS Qualification before RETAIN Submission) Ensure you utilize the following sources to qualify Soldiers for requested MOS before submitting MAR2 request via RETAIN. DA PAM 611-21 (Smartbook), Table 10 (https://smartbook.armyg1.pentagon.mil/default.aspx) Medical: Compare Soldier’s profile against physical requirements Admin: Required ASVAB Scores, Security Clearance, etc. Current Reclassification IN/OUT Call Message If not qualified for any shortage MOS then qualify for balanced MOS. ATRRS Course Catalog ( https://www.atrrs.army.mil/atrrscc/) Enter Enlisted MOS and click the “View Course Perquisites” button Before submitting the reclass request on RETAIN ensure you qualify the Soldier for the requested MOS (ie Physical requirements, ASVAB scores, security clearance). If you cannot find a shortage MOS that the Soldier is qualified for, then submit for a balanced MOS. BDE/BN

BDE/BN (RETAIN PROCESS - Step 1) Add new Soldier to your RECLASSIFICATION worksheet. Ensure you “select from PERDB” Select MAR2 as Reclass Type Fill in the data as usual and click “OK” BDE/BN RETAIN

BDE/BN (RETAIN PROCESS – Step 2) Click “Request List Processing” Record will then show in an OVRD status on your RECLASSIFICATION worksheet BDE/BN RETAIN

BDE/BN (RETAIN PROCESS – Step 3) Highlight Soldier on worksheet Click “Reclassification” on the MENU Click “MOS Quals/RES” BDE/BN RETAIN

BDE/BN (RETAIN PROCESS – Step 4) Type in up to 5 requested MOS that you have prequalified the Soldiers for. Utilize the MOS Smart Book (DA PAM 611-21) and ATRRS Course Catalog to determine qualifications and physical requirements of each MOS Click “Next” when ready to proceed BDE/BN RETAIN

BDE/BN (RETAIN PROCESS – Step 5) Select the first MOS to submit Click Next when ready to proceed and answer any Extended Eligibility questions if necessary. BDE/BN RETAIN

BDE/BN (RETAIN PROCESS – Step 6) After you hit next for the all requested MOS your screen will look as follows. Just click “Done” BDE/BN RETAIN

BDE/BN (RETAIN PROCESS – Step 7) Request List Text box will appear. Type in text for each MOS. The text should include the information as shown here. You can include assignment preferences as well. Click “OK” after all text is entered and the next MOS Request List Box will appear with text already filled in. Once complete RETAIN will return to your Worksheet. Indicate if you cannot qualify the Soldier for any MOS. * If you cannot qualify a Soldier for any MOS just choose one and indicate in the text box you could not find a MOS to reclass the Soldier into. Remember: If you request 5 MOS then you will have to click “OK” 5 times BDE/BN RETAIN

BDE/BN Verify you have a complete MAR2 packet with signatures Forward completed MAR2 packet to Post Retention Installation process begins BDE/BN Packet Submission

Post Retention (OPS/FRA) Verify packets completeness/accuracy. Forward MAR2 request on RETAIN. Post Retention

RETAIN- OPS/FRA (Step 1) Highlight Soldier on worksheet Click Reclassifications on the MENU Click “Request List process” Post Retention RETAIN

RETAIN- OPS/FRA (Step 2) Right click on Soldier’s name and select “Submit/Resubmit” Post Retention RETAIN

RETAIN- OPS/FRA (Step 3) Request List Text box will appear. Type in text for each MOS. The text should include the information as shown here. You can include assignment preferences as well. Click “OK” after all text is entered and the next MOS Request List Box will appear with text already filled in. Once complete RETAIN will return to Request List. Your done on RETAIN Remember: If you request 5 MOS then you will have to click OK 5 times Post Retention RETAIN

RETAIN- OPS/FRA Submit completed MAR2 packet to HRC (Subject: MAR2 – Soldier’s last name and last four) at the following address: HRC.EPMD.Reclass@conus.army.mil HRC Process begins. The MAR2 packet should come from the installation office. The desired file format for the scanned MAR2 packet is Adobe Acrobat (.pdf) with a file size of 1MB or smaller. Every attempt should be made to scan the packet in as a PDF file. If you are unsure on how to do so just contact your automation personnel for help. Adhering to these guidelines will help to ensure your MAR2 packet is received. HRC Evaluate MAR2 packet and make one of the following determinations: Retain in current MOS Reclassify Refer to MEB Update MEDPROS and eMILPO Schedule training and follow on assignment as necessary. Return decision report back to the installation via RETAIN for distribution to the unit. Post Retention and the BDE/BN will finalize action based on the MAR2 Decision HRC

Post Retention & BDE/BN (Finalize Retain in MOS Decision) Post Retention or the BDE/BN acknowledges the decision report on RETAIN Provide a copy of MAR2 decision report to PAD Inform the Command of the MAR2 decision Post Retention BDE/BN

Post Retention & BDE/BN (Finalize Reclassify Decision) Post Retention or the BDE/BN acknowledges the decision report on RETAIN Provide a copy of MAR2 decision report to PAD Inform the Command of the MAR2 decision If SRR is incurred BDE/BN Reenlists or extends Soldier Provides MAR2 decision to S1 for MOS Orders or Process DCSS / ERUP 9Q if appropriate Post Retention request deletion of assignment and training by HRC by sending hotline and copy of DCSS Soldier utilized in unqualified MOS until ETS Post Retention BDE/BN

Post Retention & BDE/BN (Finalize Refer to MEB Decision) Post Retention or the BDE/BN acknowledges the decision report on RETAIN Inform the Command of the MAR2 decision Post Retention forwards MAR2 packet to PEBLO section BN/BDE verifies that Soldier reported to MEB office within 5 days of notification BN/BDE informs Post Retention of compliance or noncompliance Post Retention BDE/BN

Post Retention & BDE/BN (Appeals) Guidelines for appeals: Must be in memorandum format Does not require CoC endorsement For material error or missing docs Submitted through Post Retention Soldier has 5 days to submit Appeals must be returned to HRC within 14 days: Clock starts the day Decision Report is sent back to post Includes time to notify Soldier Includes 5 days for the Soldier to type the appeal Includes time for post to send appeal to HRC Appeals that exceed 14 days require a memorandum signed by the Command Career Counselor with justification for lateness. Appeals: Soldiers can appeal the MAR2 decision for material errors or missing documents only. Appeals will not be based solely on disagreement with the MAR2 decision. Must be in memorandum format. Does not require CoC endorsement. Soldier has 5 days to submit to submit the appeal. Appeals must be returned to HRC within 14 days from the time the MAR2 decision is sent to the installation via RETAIN. The 14 day timeframe includes time to notify the Soldier, 5 days for the Soldier to type their appeal and then Post Retention to forward the appeal up to HRC. Any appeal that takes longer than 14 days to send back to HRC will be accompanied by a memorandum signed by the Command Career Counselor with justification for lateness. Post Retention BDE/BN

Post Retention & BDE/BN (Processing Officers) Officer MAR2 packets: Profile Soldier Statement Company Commander Statement Battalion Commander Statement Supporting documents as necessary What is different from Enlisted: No 4856 in the packet No RETAIN processing Incurred SRRs are not the Career Counselors responsibility Officer MAR2 packets are similar to ENLISTED packets. However, there is no DA From 4856 or RETAIN processing. Additionally, the decision will be returned to the installation in memorandum format versus a RETAIN decision report. Post Retention BDE/BN

Additional Info (Reclassifications ADHOC) Easy way for MACOM OPS to pull a roster of completed MAR2 packets for their command 1 2 3 Open Reclassification ADHOC from Reports * Select Dates * Select RCL Type of MAR2 * Select Fields and search Click Save As Select desired format (Excel, Text, etc.) * Name your Report * Click save

Additional Info (P2 Profiles) Soldiers awarded a P2 profile Commander determines Soldier is unable to perform in PMOS Reclassification action will be processed as a mandatory request (MND2). These Soldiers will not be processed under the MAR2 program. The process is the same other MND2 request. However, a separation / reclassification determination will not be required. Ensure a copy of the Soldier's profile is forwarded with request. Soldiers awarded a P2 profile that are no longer able to perform duties in their PMOS will be processed as a mandatory request (MND2). These Soldiers will not be processed under the MAR2 program. The process is the same other MND2 request. However, a separation / reclassification determination will not be required. Ensure a copy of the Soldier's profile is forwarded for all Soldiers falling within this category. Basically, If the Commander determines that the Soldier cannot perform in their current MOS with the P2 profile then the Soldier will be processed as a MND2 action.

Establish a Working Relationship Hospital Patient Administration Division (PAD) Obtain profiles Provide MAR2 decisions Division Surgeon Hospital SGM or NCOIC Second Signature authority MMRB section Audiologist IG, Hospital Legal, Post Legal, BDE Legal Hospital Patient Administration Division (PAD) – Identify POCs in order to establish procedures to receive profiles on a regular basis from the PAD and the return of MAR2 decisions to the PAD. Direct you to the individual that can help you establish an ePROFILE account. Division Surgeon - Address issues with profiles. For example - profiles that are unclear, incomplete or contradict themselves (ex. 25lb lifting limitation but block 5i on profile is marked yes indicating they can move 40lbs plus equipment) Hospital SGM or NCOIC – This NCO can be your voice to the hospital command to address medical/profiling issues since they are the senior enlisted advisor. Just like Career Counselors are the advisors to their commands for the retention program. Second Signature authority – The approving official can help eliminate repetitive issues with profiles since they are the ones designated to review the DA 3349. MMRB section – Lessons learned from all the MMRB boards (Profiling issues, Procedures for referring to PEBLO) Audiologist – Large number of profiles are for hearing (H3). Audiologists can provide guidance or clear up confusion with SPRINT test. IG, Hospital Legal, Post Legal, BDE Legal – Brief these contacts on the MAR2 program so they are aware of what the MAR2 process. This will prepare them on how to respond to Soldiers who initiate a complaint and cut down on inquires directed to you from these offices.
