Project Summary Main objective SMART-SPP will promote the introduction onto the market of innovative highly energy efficient new technologies. This will be done through encouraging early market engagement between public authority procurers and suppliers in the pre-procurement phase and result in the issuing of tenders. Background The problems Research indicates there are innovative products being developed but the lack of demand means products are not reaching the market due to, for example Lack of information on how procurers can accelerate the market Perceived risk in purchasing new products Lack of dialogue between purchasers and developers The issues the project will look at: How public authorities can close the gap between R&D, pre-procurement and tendering phases Shifting procurement towards a more effective demand of highly energy efficient products Assisting procurers, developers and suppliers of highly energy efficient technologies to reduce risks, thereby stimulating faster R&D activities and faster market penetration The opportunities Five public authorities including one purchasing organisation have committed themselves to implement pre-procurement that will include tendering for emerging technologies.

Objectives General objectives To develop, test and revise approaches for bringing tested and researched innovative highly energy-efficient environmental technologies, which have just been developed, onto the market through the pre-procurement process To develop an approach to manage the risks in pre- procurement Develop a tool to assess the financial benefits (Life Cycle Costing, LCC), and a tool to assist public authorities to calculate and communicate the CO 2 -savings To disseminate the results widely across Europe through events, conferences, PR activities and media work

Expected results Guidance A guidance document for public authorities on how to use the pre-procurement process and market engagement to purchase innovative highly energy efficient new technologies Purchasing Published tender documents demanding innovative highly energy efficient technologies and an online database of tenders that apply pre-procurement Market engagement Innovative highly energy-efficient new technologies have been brought onto the market. Emerging technologies that will be explored include computers (solid state computers), lighting (LED-lighting), electric vehicles, and renewable energy heating and cooling. Dissemination and training Local, regional and European events promoting pre-procurement and specific training in the new Member States to raise awareness about pre-procurement
