Solutions of Domestic Waste Collection 1st stage: Transfers domestic waste from disposal points to a refuse collection point (RCP) at street level; or a refuse storage chamber within a housing estate. 2nd stage: Collects this waste and transfers it to final disposal points.

Barriers to Waste Reduction in Hong Kong environmental awareness of public ↓ ∵ Charges for collection are not linked with the quantity of waste. ∴ No financial incentive to reduce the quantity of waste. no legal basis to make regulations.
