National Seminar on Developing A Program for the Implementation of the 2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey In order to ensure the exhaustiveness of the Turkish national accounts, the work on GDP revision started after the General Census of Industry and Business Establishments. During the revision work TurkStat participated some projects with Eurostat such as USST-I and USST-II. National Seminar on Developing A Program for the Implementation of the 2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey The main revision points were elaboration of data sources and methods. During the revision, TurkStat improved data sources of GDP by the production approach for all economic activities. Revision of GDP is based primarily on the results of the 2002 Structural Business Statistics (SBS). These form the most comprehensive source of data for national accounts. New system of accounting standards and rules were introduced for the government sector. The general government sector now consists of the exact number of units and includes all specific extra budgetary funds at central and local government level. National Seminar on Developing A Program for the Implementation of the 2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey GDP by the expenditure approach and exhaustiveness When compiling the expenditure-based GDP measure, every effort is made to ensure that all relevant economic activity is captured. Most of the basic data on which the estimates are based will already have been edited and checked for completeness. Final consumption expenditure of households Estimates of Household Consumption Expenditure were estimated by using commodity flows based on production, import and trade information. Most of the basic information from statistical surveys used in the Household Expenditure estimates were checked for reliability and exhaustiveness by the compiling branches before incorporated into the national accounts. The reliability and comprehensiveness of the production and external trade data used in the commodity flow estimates were checked and verified by the compilers of the basic statistics. Final consumption expenditure of NPISH is combined with Household Consumption Expenditure. Final consumption expenditure of government The data sources for general government units are exhaustive. General government data is derived from the central government accounting system. The data concerning social security funds are also fully exhaustive. The main sources used in the compilation of GFCF are administrative and fiscal data, surveys, direct information and the commodity flow method. The private sector construction activity is measured using administrative data on building permits and occupancy permits. The construction activity for the general government is measured using data from the public accounts.
