OIL SPILL RESPONSE EQUIPMENT AND PLANNING STANDARD SPREADSHEETS

WRRL Equipment Information   Resource  Kind/Type  Boom: B1> B2> B3  Vessels: OSRV 1> OSRV 2  Boom Amount (ft)  Storage Amount (bbls)  Recovery Rate (bbls/day- EDRC)  Other equipment info

Equipment Locations  Taken from the WRRL  Staging areas or areas where multiple equipment locations are in close proximity-- grouped to one central location (ex. NRCES South Park)  To see the equipment locations you can view them on a map at this location,

GIS Tool  Model used to populate spreadsheet  Automates the movement of equipment allowing the ability to evaluate numerous areas relatively quickly  Moves all equipment based on mobilization times in WAC, allowing to see depth of coverage (improvement over previous spreadsheets)

Additional Information  Equipment Mobilization Times  WRRL ID  Travel Mode (land or water)  Mobilization Time (.5, 1, or 3 hours)  Planning Standard (Yes or No)  Skimmer Operating Environments (taken from World Catalog)  WRRL ID  Operating Environment (Calm, Protected, Open, Unk)  Application (Stationary, Advancing, Unk)

Additional Information cont.  Storage Type  WRRL ID  Storage Type (On Water, Shoreside, Unknown)  Water Travel Speeds  WRRL ID  Speed  Operating Area (Puget Sound, Grays Harbor, Columbia River, All)

Land Travel Times  Computed on a road network  35 MPH west of mountains  45 MPH east of mountains  Computed in.5 or 1 hour intervals

Water Travel Times  Use distance and speed to create travel time polygons from a point  Constrain vessels based on area of operation  Does not account for depth of water, tides, currents, etc.  Rule gives vessels 5 knts travel speed  Response contractors may request alternative transit speeds

Planning Standard Areas and Transfer Location Travel times are intersected with the locations below to generate the raw data for the spreadsheet.

Spreadsheet Contents  Different Spreadsheet for each Planning Standard Area  Summary Tab  Worse Case Discharge Tab  Equipment Summary Tab  Equipment Detail Tab  +/- Tab

Summary Tab  Details on the plan holder and general narrative about the spreadsheet (I get this information from You)  Standard Area  Date  PRCs/Plan holder equipment  WCS volume  Oil products  Mutual Aid/ Letter of Intent  Analysis point  Shoreside storage credit  Alternative planning standards  Hour standards and amount/type of equipment required/available  YES/NO for each standard requirement called out in the WAC  This page is key to understanding if a plan holder meets the planning standard!

Worse Case Discharge  WCD Volume- user enters the volume in bbls  Storage Credit- user enters “YES” or “NO”  Based on info entered in these fields the required amount of Recovery and Storage are populated on the summary page

Equipment Summary  This tab is a pivot table that collects the info in the Equipment Detail tab  The information in this tab is what updates the Summary page  If info is changed in the Equipment Detail tab the pivot table must be refreshed  Generally you don’t need to touch this page

Equipment Detail  This is the heart of the spreadsheet  Data is imported into this page by me using the GIS tool I created  This is where you can look and see all the different equipment that is being used for the spreadsheet  Info based on the WRRL and associated planning info that I keep in GIS

+/- Tab  This tab displays the positive or negative variance the plan holder has for each of the different standards  Can be used when determining how well a plan holder meets the standards
