Curbside Recycling -County of Sonoma, CA and Empire WM Residents can place small, non-CRT e-scrap in their single stream recycling carts. Items recovered at presort area of MRF sort line. Minimal participation so far, but no major outreach conducted yet. Bulky Goods Collection -Plaistow, New Hampshire and WM of New Hampshire 1x per month collection of TVs and Computer Monitors. Residents need to make appointment. For free residents can put out one home computer set (CPU and peripherals) with a CRT. Program started 9/14/02. Impacts of Laws/Regulations... Consistency in Regulations:Consistency in Regulations: The EPA Draft Rule should take care of this on a state-by-state basis.

Shared Responsibility Framework “Front-End Fees” at Point of Purchase and “End of Life Fees”“Front-End Fees” at Point of Purchase and “End of Life Fees” -Primarily on computer systems & TVs. -Preferably done at Federal level for front end fees.

Shared Responsibility Framework... -State action may be required to pilot or model an ultimate national solution. -End of Life fees to supplement revenue for tailoring of local programs.

Shared Responsibility Framework... -OEMs focus on making good products to meet the needs of the marketplace. -Local govts., solid waste companies, NGOs, and recyclers focus on managing programs.

RECYCLE AMERICA Environmental Stewardship Pledge Promote Reuse and Refurbishment Options for Products and Materials, Including Local Reuse Opportunities Use of Export Markets Limited to Select Materials Streams from Commercial Sources and Processed Materials (Metals and Plastics). All Export Markets Subject to an EH&S Audit. All CRTs to Domestic End Markets (“glass to glass” and “glass to lead”)
