RIMMS RESOURCE INNOVATION MEDICAL MOBILITY SYSTEMS A Comprehensive Set of Development and Support Resources

RESOURCE INNOVATION MEDICAL MOBILITY SYSTEMS  RIMMS provides technical expertise to the small Non-emergency Medical Transportation Providers  The new paradigm of NEMT service delivery is for small “Mom & Pop” style providers to contract with a regional or state-level broker.  Brokers act between the Payers and the Providers to coordinate and administer the transportation services.  Brokers validate the eligibility of the passenger and the trips and assign them to the providers.  Providers perform the transportation services and invoice their payer for the contracted costs.  Providers wait until the broker releases payments, sometimes on as long as a 60 to 90 day lag time.

RESOURCE INNOVATION MEDICAL MOBILITY SYSTEMS  RIMMS has financial services and technical assistance is available to new and existing enterprises  Small Urban and Rural locations  Minority Business Enterprises (MBE), Disadvantaged Business enterprises (DBE) and Women-Owned Business Enterprises (WBE)

RESOURCE INNOVATION MEDICAL MOBILITY SYSTEMS  RIMMS assists NEMT providers by purchasing their periodic invoices at a discount and paying them immediately.  Providers then have the operating funds to make weekly payroll, pay taxes, buy fuel and run their business.  RIMMS works with the payers and brokers to get the payment for services back at the earliest date.  RIMMS earns its revenues by fronting the invoiced amounts so the provider is not constrained financially.  RIMMS’ risk is small since payment is for services already performed.  RIMMS arranges with the payers to pay RIMMS directly.

RESOURCE INNOVATION MEDICAL MOBILITY SYSTEMS  RIMMS in conjunction with Community Transportation Association of America provides driver PASS training to assure the highest level of customer safety and comfort.  Pass is an online training program that allows the drivers to complete the training at their own pace and at the time they have available  Pass training is provided as a benefit of becoming part of a RIMMS association  There are no dues or memberships to maintain.  Providers have no obligations to continue to use RIMMS’ services.

RESOURCE INNOVATION MEDICAL MOBILITY SYSTEMS  RIMMS provides management and operational technical assistance to member providers  Vehicle selection to meet the customer needs without “overspec’ing” at a higher cost.  RIMMS will work with equipment vendors to assure that the needs of the providers are met.  Fuel purchasing cooperatives and bulk purchasing for tires and maintenance supplies are available.  Insurance pools and individual policies for such driver classes as volunteers is available

ANTI-ASSIGNMENT LAWS RESOURCE INNOVATION MEDICAL MOBILITY SYSTEMS  RIMMS can still “collateralize” government healthcare payments to transportation providers  The method is called the “double lockbox”  Provider creates bank depository account it controls to receive government payments (no co-mingling)  RIMMS creates a depository account that it has control over with the same bank  Provider instructs the bank to sweep funds from the first account to the second account on a daily basis  RIMMS, the Bank and the provider all sign an agreement that the bank will notify RIMMS of any authorization changes  RIMMS sweeps the funds into its own private depository account when any funds arrive.  In this manner, the government and RIMMS are held at arms length and the provider retains control of receipts only until they are received.
