EU Concerns The Kyoto Protocol excludes international bunker fuels from the national totals to which emission reduction targets apply Rapid rise in international bunker fuel emissions, especially in aviation sector as reported by Annex 1 Parties GHG emissions of Annex 1 Parties increased by ~ 48% from Need to improve methodologies for estimating and reporting GHG emissions Need to improve inventories of GHG emissions, in particular the distinction between domestic and international

EU Policies and Measures EG Bunker Fuels experts: Aware of EU concerns and Mindful of the need for reliable inventory data to implement Decision 2/CP.3 and that Allocation will be on the agenda of SBSTA 22 have identified a number of core issues that need to be addressed:

Core Issues Allocation of emissions (Parties, international organisations, etc) Control options (ET,charging, indexing of ships) Compatability between allocation and control options Cap (baseline and emission reduction)

Core issues contd’ Annex 1 and non-Annex 1 The role of domestic aviation related to international regime Data/ Monitoring/ Reporting/ Enforcement

Progress Will meet on Wednesday 19 May 04 to agree factual notes on the status of each of the core issues. These notes will be used to inform our understanding of the issues and to develop proposals to improve methodologies/data/inventories and ultimately how to take account of international bunker fuel emissions in the 2 nd commitment period
