BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Aviation meets Nature New communicational concepts in nature conservation and aviation. Michael Pütsch Federal Agency for Nature Conservation Division II 1.2 Social Affairs, Sustainability, Tourism and Sportactivities Wolfgang Scholze German Aero Club Department Environmental Protection and Nature Conservation

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze -About airfields in Germany, in total about hectares with partly very valuable habitats. -The conservation and management of these habitats need background knowledge and public (pilot) awareness. Initial situation

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze -Disturbance of endangered birds by low flying aircraft and especially hot-air-balloons during resting and migration periods. -No information for the pilots where great numbers of birds come across -No nature conservation aspects within training for pilots. Initial situation

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze The German legal flight altitude regulation (600 m above ground level) for cross-country flights is usually sufficient to avoid negative impacts for species particularly sensitive to disturbance by aircraft But, in some cases like:  Flights of powerless aircrafts ( hot-air balloons, gliders…)  Bad weather conditions (e.g. low clouds)  Specific air space restrictions  Low-altitude flights and outlandings of  the Federal Armed Forces  commercial air transport with special permission lower flight levels are allowed! Initial situation

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Consequences:  serious impacts on protected and endangered species are possible  bird strike risk is increased Initial situation

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Threshold values for disturbances Effects of distance of hot-air balloons on the behaviour of roosting geese. Distance (m) Geese take offGeese stay on ground

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Main problem: Various disturbances combined with Panic reactions which lead to energy losses on energy-intensive long-distance flights of migratory birds Impacts at roosts

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Bird strike

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Aircraft may seriously impact birds and large mammals, if –flights cross the important habitats in too low altitudes; –landing takes place in these areas (outlandings of gliders, hot- air-balloons and helicopters). Birds present a risk potential for the general aviation in terms of bird strike. Summary

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Solution?

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Solution: Communication and Information As long as both partners know what they are talking about, solutions are possible!

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Implementation 1) Description of areas particularly sensitive to disturbance by aircraft in aeronautical charts (ICAO – Maps) (Legally required for all flights) 2) Integration of nature conservation issues in training and exams of pilots  All pilots need to have a pilot license  Flight instructors take part in further trainings  100% of the pilots are reachable

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Foto: C.Maixner ICAO-Maps: Background for species‘ selection Wave-shaped flight of a Golden Eagle Focus on large bird species particularly sensitive to aircraft like Cranes, Geese, Great Bustard…

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze September to April ICAO-Maps: Introduction of New Symbols

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze ICAO-Maps: Background Information on

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Training manual Research & Development Project by DAeC supported by BfN with funds of German Federal Ministry for Environment, Nature Conservation and Nuclear Safety Training manual „Aviation and Nature Conservation“

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Compilation of training manuals with a modern didactic design Modular structure –common basics –Aircraft-type specific information Powered human-carrying aircraft (airplanes, helicopters, microlights) Powerless aircraft (gliders, hanggliders and paragliders) Model aircraft –Short information on relevant species and habitats (1 page each) –Including Training-questionnaires. Training manual: Objectives

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Training Manual: Layout

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Initiated and built up by the Federal Agency for Nature Conservation (BfN) Online since 2000 More than 600 studies examined and compiled About 80 different kinds of sport activities More than 60 animal species and 50 habitats descriptions About 80 examples of good-practice for conflict solutions

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Habitats at the airfields

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Sports-Audit Air Sports Environmental management and audit scheme for (small) airfield owners and airsport clubs based on EMAS and ISO standards.

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Sports-Audit Air sports Legal compliance with environmental protection and nature conservation laws Quality management for airsport clubs Improvement of public acceptance Voluntary participation Certification by auditors of the German Aero Club 3 Step-system with increasing depth of awareness. 4th step in preparation leading to full EMAS validation.

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze Sports-Audit Air sports = “Sticking the head into the sand doesn‘t help.”

BfN, Division II 1.2 Michael Pütsch DAeC RUN Dr. Wolfgang Scholze On the basis of a sound information management, which means: precise, easy to understand and close-to-practise information for pilots selection of important bird-species sensible to disturbance by aircraft and their important habitats, Aircraft relevant bird areas = ABAs description of such ABAs in aeronautical charts training and sensitizing of pilots and conservationists it is possible to reduce disturbance effects caused by aircraft and promote common understanding and cooperation between pilots and conservationists. Conclusions
