Term of Office _ Who came before and after him, and what were their Political parties? No one before him. John Adams followed and he was a Federalist 5. Domestic Issues and Events During the Revolution he used his War Council for advice thereby establishing the idea of the cabinet which he established during his first term. When President, Congress allowed him to make appointments for advisors without challenge establishing the precedent that the President can choose advisors –aka- the Cabinet.
