Executive Summary The proposed project will educate, train and support the Procurement Offices in the five participating institutions on an innovative procurement and project management approach, known as the Best Value Business Model (BVBM). The goal of the project is to provide the Ontario Universities with a new technique for conducting Request for Proposals (RFP) by conducting up to two collaborative projects, available for all universities in Ontario, as well as two or three projects at each of the participating institutions. Lessons learned from all of these projects will be compiled into a training program for other non-participating universities across Ontario.

Center of Knowledge The five institutions will develop/become a Center of Knowledge. By becoming a Centre of Knowledge for the Best Value Business Model (BVBM), Ontario Universities will not only be following best practices but will also be able to drive savings and vendor performance. The objective being a knowledge transfer, based on lessons learned, with the nonparticipating institutions across Ontario. By sharing the BVBM with all other nonparticipating Ontario Universities, the concepts can become entrenched in the Ontario University sector and region.
