2014 System Operator Conference System Operator Conference EMERGENCY DRILLS The Simulated POWER SYSTEM –“Finist Energy” Interconnection –Operator Training Simulator (OTS) by FINIST

2014 System Operator Conference 3 Learning Objective At the conclusion of this training session, you should be able to: Review the configuration of the simulated FINIST ENERGY interconnection, including: –Finist Balancing Authority (BA), neighboring BAs, and the rest of the Interconnection –total generating capacity and power plants –peak demand –transmission voltage levels –reactive control equipment

2014 System Operator Conference 4 Learning Objective State the basic features of OTS Finist user interface including: –Start/stop/pause the simulator (from Facilitator interface only) –Display frequency/ACE/total load –Display system one-lines and station details –Determine location of generating plants, substations and loads from symbols on the one-lines –Determine overloads or out-of-range voltages from color coding on the one-lines –Change generation, AGC control mode, interchange schedules –Change status of circuit breakers; switch in/out equipment –Recognize abnormal/emergency events from simulator displays

2014 System Operator Conference 5 Outline of Topics THE POWER SYSTEM Host Balancing Authority is FINIST ENERGY  where all the “action” takes place. Neighboring Balancing Authorities: BA1, BA2, BA3 Large interconnection Generating capacity and peak demand in each area One-line overview of system List of power plants and types, voltage control equipment, flowgates

2014 System Operator Conference 6 Outline of Topics, continued THE SIMULATOR Accessing and manipulating the simulator Working with displays Working with system one-lines Monitoring system parameters Implementing operator control actions Recognizing when an event has taken place

2014 System Operator Conference 38 AGC Modes Generation costs may be changed at any time and this may make AGC use another station If regulating station goes offline, the next lowest generator cost station becomes the regulating unit

2014 System Operator Conference 39 AGC Modes A generator can be in the following active generation modes: –AGC – automatic generation control - ACE control –Droop – initial mode, follows generation schedule –LFC – load frequency control, frequency regulation –Manual – fixed active generation value (manually entered) –Offline – generator is offline

2014 System Operator Conference 40 Generator Auxiliaries Generator auxiliaries – located on station one-line diagrams and Generation Control Display. Auxiliaries must be energized for generator to start and generator will trip if auxiliaries are de- energized. Can start generator without auxiliaries with blackstart option.

2014 System Operator Conference 52 Starting Generators To start a generator it needs to be connected to at least one load. This load may or may not be its own auxiliaries Started generator immediately generates power equal to the load but no more than 5% of maximum generation Load Frequency Generation The generator works for the first 20 seconds despite frequency and voltage conditions to allow operator to match island load and generation

2014 System Operator Conference 53 Alarms Panel Filter by severity Fix panel position Stay-on-top of other windows  Is invoked from Operator’s Workplace toolbar  Events can be sorted by date or by level of severity

2014 System Operator Conference 54 Summary This has been an introduction to the Finist OTS designed to get you started, including : Start/Stop/Pause – from Facilitator’s interface only – (Note: NO “Undo” button!) How to display station & system maps What the color codes and symbols mean How to monitor: MW, MVAR, current, frequency, interchange, load How to control: Gen. units, AGC modes, interchange, reactive reserves (caps, reactors, synch. condensers, SVCs), transformer taps, load adjustments
