MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA 2000/LV/16/P/PT/003 Replacement of track turnouts Supply agreement of 2nd part for the supply of 370 turnouts signed on 06/02/2006. By 01/01/2008 there were 256 turnouts supplied (69.2%). The supply is to be completed in October Technical assistance agreement signed on 26/02/2003

2001/LV/16/P/PT/006 Modernization of the signalling system 1st stage design and works agreement signed on 10/12/2004. Works started on 10/01/2005. Cable laying in the section Tukums – Slampe completed. Technical design has been prepared for laying the cables in the sections Slampe – Līvbērze and Līvbērze – Jelgava. Designing continues. 1st stage construction supervision: agreement signed on 15/11/2003. Implementation of agreement started on 03/01/2005 Problem: Elaboration of technical documentation has been delayed. Deadline for implementation of the agreement has been extended to 31/12/2009. 2001/LV/16/P/PT/006 Modernization of the signalling system  Agreement on works for the 2nd stage signed on 24/10/2007. Works to be completed within 30 months from the start date of agreement implementation (29/11/2007).  2nd stage construction supervision agreement signed on 09/11/2007. Construction supervision started on 21/11/2007.  Amendments to the Financing Memorandum were signed on 15/02/2008. 2001/LV/16/P/PT/007 Modernisation of hot-box detection system Design and works agreement signed on 01/10/ stages completed – construction in 29 (out of 58) sites. In 3rd stage construction in 9 sites completed. In four sites construction to be started in April, in 2 other - in May. Design works in 4th stage is on-going and it is planned to start the works in May. Works must be completed by November 2008 Construction supervision: Agreement signed on 26/12/2003

MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA 2004/LV/16/C/PT/001 TEN motorway network improvements, project 1  5th part (Jēkabpils - Varakļāni), works: 2 agreements on works signed: on 06/09/ for the section km and on 04/09/2007 – for the section km On 01/01/2008 works progress was 6.3% and 8.4% respectively. Works must be completed by 31/10/2009  5th part (Jēkabpils - Varakļāni), construction supervision: 07/09/2007. Two construction supervision agreements signed.

2004/LV/16/C/PA/001 Technical assistance for transport sector in Latvia  Feasibility study of the E22 East entrance to Riga: agreement signed on 16/08/2005. Consultant works on preparation of the study. 07/08/ agreement signed on study of additional alternative routes. As a result, term of the agreement extended by 18 months. It is planned to complete the study by 16/02/2009.  Feasibility study of the Riga railway network reconstruction: agreement signed on 13/11/2006. Consultant works on preparation of the study. It is planned to complete the study by the end of  12/03/ proposals for amendments to the EC Decision have been signed, providing for additional study of the rail route to port territories on the left bank of the River Daugava and the international airport “Riga”. 2004/LV/16/C/PT/002 Renovation of railway tracks in East-West railway corridor sections Supply of railway sleepers: Agreement for the supply of 481,000 sleepers with fittings signed on 26/01/2006. On 01/03/2008 there were 74,088 sleeper sets supplied (15.4%) Supplies have been stopped. Problem: Analysing the sleepers, non- compliance to requirements stipulated in the agreement identified. Agreement termination notice sent to the supplier. The possibility to resume implementation of the agreement is being discussed. Meanwhile, on 01/02/2008 a new open tender has been launched for delivery of 435,104 sleepers in case no amicable arrangement is reached for the current agreement. Deadline for submission of bids – 03/04/2008

MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA 2004/LV/16/C/PT/002 Renovation of railway tracks in East-West railway corridor sections Supply of railway tracks: agreement for the supply of 528,000 m of railway tracks signed on 25/11/2005. On 01/01/2008 there were 365,929.8 m of railway tracks supplied (69.3%) Railway gravel supply: agreement for the supply of 312,000m 3 signed on 26/04/2006. On 01/01/2008 there were 159, m 3 supplied (51.0%) Supply of rubber level crossing surfacing: As a result of repeatedly launched tender an agreement was signed on 23/01/2008 stipulating delivery of rubber surfacing for 19 railway crossings. Consulting services during project implementation: Agreement signed on 20/03/2006

2004/LV/16/C/PT/002 Renovation of railway tracks in East-West railway corridor sections  Tasks of LDZ – on 25/02/2008 agreement signed between VAS “Latvijas dzelzceļš” Directorate General and SIA “LDZ infrastruktūra” on work to be done in the project. LDZ carries out embedding of materials supplied (rails, gravel, sleepers) in the tracks. MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA

2005/LV/16/C/PT/001 Reconstruction of access roads to Ventspils port terminals  Reconstruction of the access road to the new motorway bridge in Ventspils – Rūpniecības Street: tender launched on 11/05/2007. Agreement signed on 26/07/2007. Progress of works on 01/01/2008. Works must be completed by 15/06/2008.  Construction of the new motorway bridge in Ventspils: tender launched on 07/11/2007. Opening of bids on 14/12/2007. On 12/02/2008 two agreements signed for the construction of the new motorway bridge in Ventspils and its access roads. Works must be completed by 30/11/2008.

2005/LV/16/C/PT/001 Reconstruction of access roads to Ventspils port terminals  Reconstruction of the access road to the new motorway bridge in Ventspils – Fabrikas Street: tender launched on 27/12/2007. Opening of bids on 29/02/2008. Evaluation of bids.  In the project it is planned to launch the following procurement procedures:  Reconstruction of the existing motorway bridge in Ventspils,  Reconstruction of the access roads to the existing motorway bridge in Ventspils. 2005/LV16/C/PT/002 Airport Riga: runway extension and lighting system reconstruction  As a result of the repeatedly launched tender on 11/10/2006 three works agreements were signed on 28/03/2007.  Construction of runway extension and manoeuvring area: on 01/01/2008 works progress was 38.0 %. Works must be completed by 01/11/2008  Lighting system reconstruction: on 01/01/2008 works progress was 32.9 % Works must be completed by 01/11/2008  Construction of water drainage system: on 01/01/2008 works progress was 58.9% Works must be completed by 01/10/2008 MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA

2005/LV/16/C/PA/002 Facility for Technical Assistance to the Ministry of Transport  On 26/02/2008 amendments to the EC Decision have been signed, stipulating an additional long-term planning study of transport infrastructure territories. Tender documentation has been drafted.

MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA 2005/LV/16/C/PT/003 Reconstruction of access roads to Liepāja port Renovation of O.Kalpaks (Karosta) bridge, works: Agreement signed on 04/07/2006 Renovation of the Southern section of the bridge started on 08/01/2007 On 01/01/2008 works progress for the Southern section of the bridge was ~34.3%

2005/LV/16/C/PT/003 Reconstruction of access roads to Liepāja port  Renovation of O.Kalpaks (Karosta) bridge, works (Southern section): After dismantling of existing structures numerous defects were found that were not stated in the project documentation, thus requiring repair of these damages or complete or partial replacement of some elements. Amendments the agreement have been made to include additional scope of work required and to extend the deadline for completion of works to 30 September  Northern section (non-eligible costs): dismantling completed, designing in progress. It is planned to complete designing works by 03/05/2008  Renovation of O.Kalpaks (Karosta) bridge, construction supervision: Agreement signed on 30/05/2006 MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA
