SUBSECTION CHANGES IN CHARACTER OF WORK ADDED TO THE LAST SENTENCE OF SECTION , PARAGRAPH (E) If, however, the character of the work, or the unit costs, or the time required for performance of the work are changed, and if such changes cause a monetary increase or decrease to the unit cost in question of 15% or more, then an equitable adjustment may be made to any pay item (whether or not it is a major item) on such basis as may have been agreed in advance of the performance of such work. In the case no such agreement was made, then an allowance may be made, either for or against the Contractor, in such amount as the Department may determine to be fair and equitable.
