PROGRAM RESPONSIBILITIES Hazard Communication Program includes: l Develop and implement a written plan/procedures for HAZCOM l Comply with all applicable Federal, State and Local laws l Establish procedures to control, track and reduce the variety/quantity of HM; in storage or stock, or disposal of HM l Maintain Material Safety Data Sheets (MSDS’s) l Providing employees with a list of the hazardous chemicals identified and evaluated in the workplace (AUL) l Labels and other forms of warning l Minimize “Open Purchase” materials throughout the command l Implement processes for control of HM inventory l Training (Communicate all information to Employees)

DEFINITION ANY MATERIAL WHICH BECAUSE OF ITS QUANTITY, CONCENTRATION, PHYSICAL OR INFECTIOUS CHARACTERISTICS MAY POSE A SUBSTANTIAL HEALTH HAZARD TO HUMANS AND/OR THE ENVIRONMENT WHEN RELEASED OR SPILLED

CARCINOGEN A carcinogen is a chemical that causes cancer in laboratory animals and found to have the potential to cause cancer in humans

CORROSIVE A corrosive chemical causes visible destruction of living tissue (IRREVERSIBLE) by chemical action at the site of contact

IRRITANT An irritant chemical is not corrosive but which causes inflammatory effect (REVERSIBLE) on living tissue by chemical action at the site of contact

SENSITIZER A chemical which causes a substantial portion of exposed people to develop an allergic reaction after repeated exposure to the chemical

DEFINITION OF A HAZARDOUS WASTE ANY HAZARDOUS LIQUID, SOLID OR GASEOUS MATERIAL WHICH IS NO LONGER USABLE FOR ITS ORIGINAL INTENDED PURPOSE DUE TO ALTERATION OF CHEMICAL STATE OR CONTAMINATION BY A FOREIGN SUBSTANCE

PURPOSE AND APPLICATION ALL EMPLOYERS SHALL PROVIDE INFORMATION TO THEIR EMPLOYEES ON HAZARDOUS CHEMICALS TO WHICH THEY ARE EXPOSED

APPLICATION l CHEMICAL MANUFACTURERS OR USERS OF CHEMICALS IN THE WORK PLACE l EMPLOYERS WITH 10 OR MORE EMPLOYEES l ALL DISTRIBUTORS

LABELS CHECK ALL LABELS, THEY SHALL INCLUDE THE FOLLOWING INFORMATION: - NAME & ADDRESS OF CHEMICAL MANUFACTURER OR DISTRIBUTOR - IDENTITY OF HAZARDOUS CHEMICALS - APPROPRIATE HAZARD WARNINGS: DANGER, WARNING, CAUTION

MSDS’s MSDS’s CAN BE OBTAINED FROM: BASE SAFETY OFFICE BASE SAFETY OFFICE BASE SUPPLY DEPT. BASE SUPPLY DEPT. MANUFACTURER MANUFACTURER EMPLOYERS SHALL PROVIDE MSDS’s FOR EVERY HAZARDOUS MATERIAL USED, HANDLED OR STORED AT THE ACTIVITY MSDS

MSDS’s (CONT’D) l The MSDS shall be unique to the chemical and manufacturer’s name l The MSDS must be available and accessible to employees during each work shift. The MSDS’s may be kept in a central location at the primary workplace l MSDS’S can be obtained through the HMIS CD-ROM at your Base Safety Office or Environmental Division

HAZMAT PROCUREMENT l TO PREVENT EXCESS ACCUMULATION AND SHELF LIFE EXPIRATION, DO NOT ORDER MORE THAN IS NEEDED FOR THE JOB TASK!

HAZMAT TRAINING 4 INVOLVES THE PROCUREMENT, LABELING, ISSUING, STORAGE, HANDLING AND TRAINING FOR ALL HM WITHIN AN ACTIVITY

HAZMAT TRAINING CONT’D APPROVAL FOR ALL HM BY BASE SAFETY, SUPPLY AND ENVIRONMENTAL DIVISION BEFORE PURCHASING OR ADDING TO HM INVENTORY 29 CFR

HAZMAT TRAINING CONT’D IF HM IS REQUIRED: l ADEQUATE ENGINEERING CONTROLS MEASURES SHALL BE USED IF FEASIBLE l ADMINISTRATIVE MEASURES l PPE

STORAGE ALL FLAMMABLE LIQUIDS SHALL BE STORED IN AN APPROVED FLAMMABLE LOCKER Flammable

FLAMMABLE LIQUID ANY LIQUID HAVING A FLASHPOINT BELOW 100 degree F EXCEPT ANY MIXTURE HAVING COMPONENTS WITH FLASHPOINTS OF 100 degree F OR HIGHER, THE TOTAL OF WHICH MAKE UP 99 PERCENT OR MORE OF THE TOTAL VOLUME OF THE MIXTURE

STORAGE (CONT’D) COMBUSTIBLE LIQUIDS SHALL BE STORED SEPARATELY FROM THE FLAMMABLE LIQUIDS

COMBUSTIBLE LIQUIDS ANY LIQUID HAVING A FLASHPOINT AT OR ABOVE 140 degree F BUT BELOW 200 degree F EXCEPT ANY MIXTURE HAVING COMPONENTS WITH FLASHPOINTS OF 200 degree FOR HIGHER, THE TOTAL OF WHICH MAKE UP 99 PERCENT OR MORE OF THE TOTAL VOLUME OF THE MIXTURE

STORAGE (CONT’D) CORROSIVES MATERIALS, I.E., ACIDS, BASES, CAUSTICS, ETC., SHALL BE STORED (SEGREGATED) FROM ALL FLAMMABLE/ COMBUSTIBLE MATERIALS ACID

STORAGE (CONT’D) l Flammable storage lockers shall comply with 29 CFR l No more than three lockers may be stored within the same 100 feet on the interior of a building l A fire extinguisher must be located within 50 feet of the flammable storage locker

SUPERVISOR TRAINING RESPONSIBILITIES l ATTEND HAZMAT TRAINING TRAIN ALL PERSONNEL INITIALLY AND ANNUALLY, THEREAFTER AND/OR WHENEVER A NEW HM IS INTRODUCED INTO THE WORK PLACE

SUPERVISOR TRAINING RESPONSIBILITIES (CONT’D) TRAIN PERSONNEL TO: l IDENTIFY HM HAZARDS l RECOGNIZE PHYSICAL & HEALTH HAZARDS IN WORK AREA l OBTAIN & USE MSDS’s DOCUMENT TRAINING!!!

HAZMAT INVENTORY l Provide employees with an inventory of chemicals (AUL) known to be present in the workplace, using an identity that is referenced on the appropriate MSDS

NON-ROUTINE TASKS INFORM EMPLOYEES OF ANY HAZMAT THAT THEY MAY BE EXPOSED TO DURING NON-ROUTINE TASKS

INFORMING OTHERS IF CONTRACTORS ARE WORKING IN YOUR WORKSPACE, THEY WILL BE PROVIDED WITH AN INVENTORY (AUL) OF ALL HAZMAT THEY MAY BE EXPOSED TO AND INFORM THEM OF THE HAZMAT THEY WILL BE USING, HANDLING OR STORING

DISPOSAL PROCEDURES l ALL MARINE CORPS BASES SHALL COMPLY WITH FEDERAL, STATE AND/OR LOCAL LAWS l OVERSEAS BASES SHALL COMPLY WITH SOFA AGREEMENT BETWEEN HOST COUNTRY AND THE U.S. l “CRADLE TO GRAVE” MIXED PAINT

HAZMAT SPILLS l Small Quantity Spill »Five Gallons or Less – Follow MSDS’s for Clean-Up – Report Spill to Command l Large Quantity Spill »Over Five Gallon – Evacuate Area – Do Not Attempt to Clean-Up – Report Spill to Command, Fire Dept., and/or Base Environmental Division – HAZMAT Spill Team will Clean-Up l Training of Personnel
