Surface Warfare Full Time Support (FTS) Community Brief Updated: 14JAN13

FTS Mission DODD 1205.18 and SECNAV Inst 1200.1A: The Department of Navy will maintain a Full-Time Support (FTS) force capable of ensuring accomplishment of essential Reserve Component readiness goals to include enhancing training, material readiness for mobilization…recruiting for manning the Reserve Component unit, maintain Reserve facilities, administrative support, advice and liaison and expertise on Reserve matters.

A Little Background – Who we are FTS = Full Time Support Under Title 10 an officer of the Navy Reserve on active duty, but not active duty for training (ADT), that is on the Reserve Active-Status List (RASL) (vice the Active Duty List), and is designated for the training and administration of the Navy Reserve. Laymen’s Definition: The FTS Community contributes to all facets of Navy Reserve Management. FTS officers perform duties in connection with organization, administration, recruiting, instructing, and training of Navy Reserve enlisted and officers.

What officer communities make up FTS? A Little Background – Who we are What officer communities make up FTS? Ref: MILPERSMAN Art 1001-020 FTS officers are distinguished from their peers by assignment of 7 as the last digit of their designator. The following designators comprise the FTS officer programs: Designator Codes Titles 1117/1167 Surface Warfare/SWO-in-training 1127 Submarine Warfare 1137 Special Warfare (SEAL) 1147 Special Operations (EOD) 1207 Human Resource (includes Reserve Recruiters and what used to be called Fleet Support Officers) 1317 Naval Aviator 1327 Naval Flight Officer 1527 Aerospace Maintenance Duty Officer (AMDO) 3107 Supply Corps

1117 = SWO qualified officers 1117 Community Overview Who we are Where we are What we do Warfare Designators: 1117 = SWO qualified officers 1167 = SWO in training

Who we are - Accession Sources - Where do 1167’s and 1117’s come from SWOs and non-SWO JOs on Active Duty Junior Officer – must have less than 3 years TIG as LCDR Second tour Division Officers and Dept Heads are the “Target Group” Apply via the FTS Transfer/Redesignation Board (offered twice per year). Complete their Afloat Tours through XO Afloat and CDR CMD (if previously screened) in order to increase competitiveness for selection to CDR and CAPT SWOs in the Reserve Less than 4 years break in commissioned service (be out of the Active Duty Navy for less than 4 years) Prefer an officer previously screened for Dept Head Afloat IOT maintain a good chance of promotion to LCDR/CDR. Still possible to promote, although not as likely, as a non-DH with an excellent record in reserve management. Non-SWO JOs in the Reserve (from any officer community) Less than 4 years break in commissioned service Must be junior enough to be able to go to sea to achieve their SWO qualification IOT remain competitive for promotion to LT/LCDR.

Who we are – Citizen Sailor relationship Why do SWO and Non-SWO officers choose the FTS community? Early Command Opportunities FTS offers LT’s and LCDR’s the opportunity to Command Ashore as the CO of a Navy Operational Support Center (NOSC). Small community = approx 250 officers Promotion Opportunity (more on this issue on a later slide) Successful NOSC CO tour makes 1117 officers competitive for promotion. Successful afloat tours make 1117 officers competitive for promotion. Best of both worlds 1117 officers continue to compete for all SWO career milestones = Dept Head Afloat, XO Afloat, CDR CMD, and Major Command. FTS assignments cover a wide range of assignments and geographical locations. Not just “traditional” SWO shore duty assignments. Not penalized for getting away from the waterfront. Viable Off-ramp/On-ramp alternate career/promotion path for SWO Officers FTS provides an opportunity for a fulfilling career and promotion to CDR/CAPT by serving in both reserve management and SWO billets, even if not screened for traditional afloat SWO milestone billets. Active Component (AC)/Reserve Component (RC) relationship FTS Detailers fully integrated within 1110 Detailing Shop at NAVPERS = advocate for FTS officers when detailing to ships. The 1117 officers provide valuable SWO experience in MANY areas, not just reserve management. 1117 officers serve onboard ships, in squadrons, at major shore commands, and many other “traditional SWO” sea-duty and shore-duty assignments.

Where we are Operational Commands (Afloat and Ashore) “THE BEST QUALIFIED FOR THE JOB” 1117 officers are assigned to operational jobs in almost every theater and on every afloat platform based on their qualification for the job. The billet type and officer designator, whether it is reserve or active duty, is not as important as the officer’s skillset when matching an officer to an afloat billet.

What we do - Ashore Reserve Management tours Develop reserve expertise while serving on Reserve Staffs at all echelons as well as Command and Major Command of Navy Operational Support Centers (NOSC) COMMAND – NOSCs Organization, administration, recruiting, instructing, and training of Navy Reserve enlisted and officers. Supporting mobilization of Navy Reservists Community Support ID cards for retirees, Funeral Honors, CACO, etc. Major Command Tours and Major Reserve Staff Tours Role in Reserve Policy OPNAV Staff, Office of Chief of Naval Reserve (OCNR), Commander Navy Reserve Force Command (CNRFC), Navy Region Reserve Component Command (NRRCC), Joint Staff, BUPERS/NAVPERS Surface Force visibility in the Reserve Afloat SWO experience highly valuable when dealing with Navy Reserve

What we do - Afloat Operationally Relevant Extensive At-Sea Experience: REQUIRED to complete same professional milestones as AC: OOD, SWO, TAO, EOOW, CQE 1117 officers continue to compete for traditional SWO sea-duty assignments, such as Dept Head Afloat, XO Afloat, CDR CMD, and Major Command 1117 officers are slated, serve or have served as COs onboard the following classes of ships: CG, DDG, FFG, LSD-41, LPD-17, PC & MCM Joint, Fleet, and Surface Operational Staff positions DESRON’s, and PHIBRON’s Career looks very similar to a “regular SWO”, but also have reserve management training and experience.

What we do FTS Surface Warfare officers typically rotate between traditional Afloat assignments and Ashore reserve management assignments. AFLOAT: - Division Officer - Department Head - XO/XO-Special Mission - XO/CO Fleet up - Major Command ASHORE: Operational Support Officers (OSO) Reserve Expertise on Shore/SWO Staffs Leading the way in Active/Reserve Integration Support GWOT and other Contingencies Naval Operational Support Center Commanding Officer, Executive Officer and Training Officer Staff positions at Officer of Chief of Navy Reserve and Commander, Navy Reserve Forces Command Joint Assignments

Afloat and Ashore experience – why does it matter? Reserve Management Tours are the FTS proving grounds which make the 1117 officer a Reserve Management Expert.

Afloat and Ashore experience – why does it matter? And waterfront At-Sea experience makes the 1117 officer a better Full Time Support Officer and OSO since he/she has operational experience.

FTS 1117 SWO Career Path

PROMOTION = Consistent with fleet promotion percentages FY-13 LCDR SELECTION BOARD: 75% Promotion to LCDR 1110 community had 80% selection rate FY-13 CDR SELECTION BOARD 58% Promotion to CDR 11110 community had 78% selection rate FY-13 CAPT SELECTION BOARD: 50% Promotion to CAPT 1110 community had 53% selection rate KEY POINT: Traditional SWO Afloat tours continue to carry a lot of weight toward promotions, as to be expected, but 1117’s fared infinitely better than 1110’s if they missed those traditional SWO milestones (DH Afloat, XO Afloat, XO SM, CDR CMD, & CO SM) as long as they performed well in reserve management jobs and took tough overseas, or major staff jobs.

TAKE-AWAYS FTS program offers earlier Command Ashore opportunities than regular SWO’s FTS Detailers act as advocates during your detailing process FTS program offers promotion opportunities that might not otherwise be available through the traditional SWO career pipeline (especially if non- screened for the traditional SWO Afloat milestones) FTS officers enjoy the best of both worlds: compete for unique reserve management shore duty assignments and still compete for traditional challenging SWO At-Sea assignments
