1 Transport sustainability and green corridors TransBaltic Project 1-2 February 2010, Gdańsk Prepared by: Urszula Kowalczyk, Marcin Burchacz Maritime Institute in Gdańsk

2 COMMUNICATION FROM THE COMMISSION Freight Transport Logistics Action Plan Green transport corridors will reflect an integrated transport concept where short sea shipping, rail, inland waterways and road complement each other to enable the choice of environmentally friendly transport. They will be equipped with adequate transhipment facilities at strategic locations (such as seaports, inland ports, marshalling yards and other relevant logistics terminals and installations) and with supply points initially for biofuels and, later, for other forms of green propulsion. Green corridors could be used to experiment with environmentally-friendly, innovative transport units, and with advanced ITS applications. COM(2007) 607

3 Study: Implications of the EU transport policy on development of sustainable transport in BSR Main topic areas of the study:  The legislative framework of sustainable transport development in the BSR  Effects of the policies implementation - success stories and constraints in the implementation by the BSR transport stakeholders  Identification of barriers of sustainable transport development in the BSR regarding regional cooperation (Russia, Ukraine, Belarus), development of green corridors, innovative transport solutions and ICT technologies,

4 Study: Implications of the EU transport policy on development of sustainable transport in BSR  The green corridor concept as a new opening of the EU transport policies – what is new, what is old  The state of the research and development activities with regard to the green transport corridors worldwide  Conclusions and recommendations for transport policies at EU, national and regional levels

5 Task Transport sustainability and green corridors MAJOR ACTIVITIES Case studies on green corridors in the parts of the BSR not covered by the EWTC II and Scandria projects; Create blueprints on green corridors which will generalise findings and results of the EWTC II, Scandria and TransBaltic projects at the pan-Baltic level. Contribute the findings to the Regional Transport Action Plan, which will contain measures addressing connectivity, interoperability and co-modality challenges of the Baltic Sea Region from the sustainable regional development perspective.

(GREEN?) BALTIC-ADRIATIC CORRIDOR 9 14 REGIONS FROM 5 COUNTRIES HAVE SIGNED A DECLARATION SUPPORTING the CONSEQUENT and IMMEDIATE REALIZATION of the BALTIC-ADRIATIC RAILWAY CORRIDOR similar declaration signed for ROAD CONNECTION (2009 October - rail and December - road) joint goal: IMPROVEMENT OF SOCIO-ECONOMIC CONDITIONS OF THE REGIONS THROUGH BETTER ACCESSIBILITY which requires TO ESTABLISH A HIGH QUALITY RAIL INFRASTRUCTURE ALONG THE CORRIDOR

10 CORRIDORS IMPORTANCE FOR REGIONAL DEVELOPMENT LOCAL AND REGIONAL POTENTIAL DEVELOPMENT (ECONOMY & DEMOGRAPHY) TRANSPORT AND COMMUNICATION ACCESSIBILITY (LABOUR, ROW MATERIALS, TECHNOLOGY, FINANCING ETC), TRANSPORT INFRASTRUCTURE IMPROVEMENT, NETWORK CONNECTION OF ECONOMY WITH TRANSPORT ROADS, INTEGRATION OF MARKETS, INWESTING ATTRACTIVENESS

- INCREASED SOCIO-ECON. & TECHNOLOG. DEVELOPMENT POTENTIAL, - MULTIMODAL AND CO-MODAL SOLUTIONS, - DELIMITATION OF CO-OPERATION SPACE, - CREATION OF MODERN INTRAREGIONAL LINKS, - ENVIRONMENT PROTECTION APPROACH, - STRENGHTENNING LOCAL AND REGIONAL MARKETS, - CO-OPERATION WITH OTHER MULTIMODAL TRANSPORT LINKS (EX EU), - FASTER CICULATION OF GOODS, - NEW LINKS WITH N-S EUROPE – SYNERGY EFFECT 11 CORRIDORS NETWORK

GREEN CORRIDOR – GREEN BUSINESS sees DCT Gdansk achieve its goal of becoming the new hub for the entire Baltic Sea region On 4 January 2010, DCT Gdansk received the largest container vessel ever to call Poland when the 8200TEU Maersk Taikung (length 332 m; beam 43.2 m; draft 14.5 m) arrived from the Far East. From January 2010, Maersk post-panamax ships sailing on Maersk Line’s AE10 service from China will call DCT Gdansk every Monday bringing Polish, Russian and Finnish cargo to be discharged at DCT Gdansk.

Solution to problems of transport and logistics 13 DIRECT RESULT OF KNOWLEGDE AND ABILITY OF INNOVATION AND IMPLEMENTING THEM IN BUSINESS: NEW GENERATION VEHICLES ALTERNATIVE FUELS SMART SYSTEMS OF TRAFFIC CONTROL NEW TECHNOLOGIES OF CONSTRUCTION SOFT INFRASTRUCTURE SOLUTIONS REGULATION FINANCING

Barriers for innovation - destabilised legal conditions - reluctance of managing staff - doubts of owners and stakeholders about benefits from innovation - lack of longterm vision in management level - fear of risk - high cost of innovation and implementations 14
