Framework Questions with Deval as example Legal framework and division of labour in the German aid evaluation system as in BMZ presentation (session 1) Political framework / institutional setting: On the one hand narrow (initial) setting. DEval evaluates: aid only: = less than what nr of evaluation departments/agencies in MICs do bilateral aid only: multilateral cooperation mostly covered still by BMZ BMZ aid only: other ministries delivering German aid not (yet) covered: Foreign Affairs, Environment, …. On the other hand broad and courageous politico-institutional setup: Broad consultations for evaluation programme (planned) DEval to cover all German aid institutions – public agencies, NGOs (faith-based included), political foundations Free to address issues all across hierarchy, incl quality of political steering by the ministry Contribution to evaluation culture at large awaited, hence high media attention Free to cooperate world-wide with other agencies on evaluations and capacity dev. 1/22/2013 Page 2

Seven Guiding Principles of DEval Evaluation 1.Independent: No interference by ministry or agencies in report coverage and wording 2.Transparent: All reports submitted to ministry and parliament, and fully published. Appropriate communication strategy, including report formats, under consideration 3.Highest quality: Reference to all relevant international standards and mix of methods 4.Participatory: Involves all stakeholders, to the extent possible 5.Demand-driven: Replies to effective demand for scrutiny from ministry, parliament, aid agencies or public, based on 8 criteria 6.Partnership with country institutions: Evaluations jointly carried out with national evaluation agencies or research institutes, wherever possible. Hence, international cooperation in M&E and ECD crucial for DEval work 7.Efficient: Evaluations based on internal assessment of evaluation cost and benefits Page 6 strategic decisions ahead, political relevance, risks, coverage, volume of aid, innovation potential, learning potential, methodological relevance.
