8/9/2015 Statewide Independent Living Council SILC is a federally mandated (Title VII, Rehabilitation Act Amendments of 1973 as amended), independent, cross disability Council. The SILC represents the independent living needs of persons with significant disabilities across the entire state. The SILC looks at Broad Systems issues.
