3. PROJECT MANAGEMENT PROBLEMS The major management problems encountered were: The lack of information-sharing between owner and potential contractors during the preconstruction phase. The lack of information flow to owners during the construction phase of the project.

PROPOSED SOLUTIONS 1.Pre-qualifying potential contractors in the early stages of the project’s preconstruction phase. 2.Bringing an independent management team with expertise in dredging into the project in its early stages. 3.Developing a comprehensive information and communication management plan, risk management plan. 4.Using information and communication technologies to implement the three points described above.

R2. The WPMA shall be accessed through a web browser for data and documentation input and for data, information, and documentation output. R3. The WPMA shall implement data input, data output, reporting capabilities, and data management capabilities in accordance with the following roles: Owner, Contractor, Owner’s Team, and Contractor’s team.
