The Military Personnel and Civilian Employees’ Claims Act (MPCECA): See COMDTINST M5890.9, Chapter 6. Provides authority for settlement of claims for the loss of, damage to, or destruction of certain property of military personnel or civilian employees occurring incident to their service. For incidents occurring primarily aboard Government property, or as a result of duty-related activities. Does not replace private insurance. U.S. Coast Guard Claims and Litigation
Claims by military members or civilian employees of the Coast Guard, are under the MPCECA, and should be submitted on the CG-4112, Personal Property Claim form.CG-4112, Personal Property Claim These types of claims do not normally require full administrative investigations. Instead, units should use the CG-4112A, Claims Investigating Officer’s Report of Personal Property Claim.CG-4112A, Claims Investigating Officer’s Report of Personal Property Claim Page 2 of the CG-4111, which is an inventory sheet, may also be requested by the Settlement Officer when the claim involves damage to several items.
