The Needs of the Society ◦ Community College programmes are based on the local needs of the community; therefore, employability at every exit is of great importance. ◦ Since the eligibility for certificate is 8 th pass and for diploma is 10 th pass, these programmes may be offered at school level. However, the curriculum needs to be according to the age group. ◦ Since vertical mobility is an essential element, this programme should be such that it is capable of linking with the existing BCA of IGNOU.

√ The linkage between Schools and Universities is missing. √ There is a large school dropout rate on one hand and on the other hand there is shortage of skilled manpower needed by the industry. √ IT industry has been attracting many students continuously for a very long time. The scope is increasing day by day. √ Out of total students passing out every year from 12th class, about 25% are from PCM category. Out of 75% non PCM category, many students still prefer to make IT as their career.

There is a dire need for every professional to be environment friendly (Green). Employability scope for IT professionals, in non IT companies, is quite appreciable. Therefore, a suitable programme is needed in which, the emphasis is not on imparting core programming skills during the initial years. However, a student should be able to switch over to that side provided s/he finds her/him self capable.

There are broadly two categories in which IT professionals are employed in the industry: a. As IT professional in a Software company – about 25% employment b. As IT professional in a Non IT company – about 75% employment

The major roles assigned to the IT Department in any Non IT organization are: a. IT Infrastructure Management b. Database Management c. Web Resource Management Entrepreneurship skills are essentially required by every such professional who wants to rise in the career or set up a small business unit at some stage. Technology is changing at a very fast pace.

Introduce IT related Vocational Education in Schools from class IX onwards by offering Short term Non credit (STNC) Programmes as linkage with the University. Offer a career programme in IT which is suitable for non PCM stream by providing vertical mobility and smooth entry into a Degree Level Programme Management subjects must be taught as minor Emerging Technologies must be taught at every exit point, curriculum must have green environment in mind (energy considerations)

Major (Core Component): IT – 65% Minor (Entrepreneurship & Management) – 25% Miscellaneous (emerging tech)– 10%

 If such a course structure is known to the students at the time of taking admission in Certificate Programmes, the students will feel confident in going from ADP to BCA by taking 3 rd Yr of IGNOU BCA.  Not only this, the students will save one precious Yr in the process of acquiring Graduate Degree.

Certificate: 9 th and 10nth Diploma: 11nth and 12 th Associate Degree: One Yr after because student will be admitted in the second Yr of ADP as he has already cleared Diploma Programme. This simply means that the student will be able to complete ADP in The student now go to 3 rd year of IGNOU Degree Programme (BA, BCOM, BCA etc) after ADP creditisation and complete it in one Yr. Thus the student will be able to complete Degree programme in Yrs.

In the light of dated 18 th August: 10 th pass student can take admission in Associate Degree and join BPP at the same time 11nth Standard: Student can complete Diploma part of ADP 12 th Standard: Student can complete First Yr of ADP Yr: The student can complete ADP Yr ( ): The student can complete 3 rd Yr of IGNOU and hence the Degree Programme.

 This entire scheme will become more practical and more applicable and convincing provided the advance creditisation is in place rather than asking for creditisation after completing ADP.  This may result in heavy load on the students in taking up the courses of IGNOU 3 rd Yr Degree Programme.

 Many Community Colleges are offering Short Term Non Credit (STNC) programmes. The students who are taking STNC programmes may link it with Associate Degree for the purpose of academic and career growth.  Also, in order to expand the reach and offer the skill development programmes to masses, these programmes could be offered through other centres possessing suitable infrastructure and human resource such as schools, local institutions and NGOs etc.  Such centres may be called Teaching Learning Centres (TLCs) of the Community College with instruction that “These should by no chance assume the role of Community College or any other form of learner support centre of IGNOU.”

Just consider the following: Every school or such institution is surrounded by a population where maximum youth converges for teaching learning process. Schools possess all the infrastructure which is not optimally utilized. The dropout rate at school level is very high. As on today, schools peruse only academic streams, i.e PCB, PCM Commerce, Humanities etc and vocational streams are not generally offered parallely. There is minimum awareness about University education at school level.

The Operational Guidelines for the above initiative have been prepared and have been approved by the Academic Committee of the Community College. These are the comprehensive guidelines with due emphasis of the quality issues. The main idea behind TLC is that that those who need any kind of programme developed by the Community College and approved by the University should be made available to the people close to the society.
