Greene International Education Institute Our focal point for all our efforts in international education Mission is “to provide international and intercultural educational experiences to help students develop perspectives that will enable them to function effectively in a multicultural environment and in an interdependent world …. to pursue linkages with educational institutions and agencies in other countries in order to provide for an academic interchange and promote the improvement of higher education on a global scale.”

About Broward College Broward College (BC) was founded in 1960 and is located in Fort Lauderdale, Florida, USA (near Miami). BC is among the largest of the 28 colleges in the Florida state college system and serves more than 65,000 students in over 100 technical, career, or academic degree programs. In 2013 the prestigious Aspen Institute named Broward College as one of the top ten community colleges in the United States.

Broward College and International Education Since 1974 Broward College has been partnering with colleges and universities throughout the world to provide American educational opportunities to students who live outside of the United States. The BC International Education program model allows students to stay in their home country and complete an Associate’s degree (the first two years of a 4-year U.S. Bachelor’s degree) before transferring to a university in the U.S. to finish the final two years of the degree. Thousands of international students who have earned a Broward College Associate’s degree have successfully transferred to top American colleges and universities to complete their Baccalaureate degree.

Description of Partnership Agreements Academic Affiliates are authorized to adopt and utilize the same academic programs and courses that are offered to students at Broward College in Florida. Additionally, institutions benefit from biannual on-site support visits by relevant Broward College faculty and/or staff. International Centers are locations where the academic program or programs offered at the partnering institution have been approved by our regional accrediting body, the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). Students become official Broward College students and their coursework will appear on a Broward College transcript. Once they successfully complete their program requirements, they will earn a Broward College Associate’s degree.

SACSCOC Approved International Centers Broward College conducts programs approved by the Commission on Colleges of the Southern Association of Colleges and Schools (SACSCOC) where students register in college credit courses as Broward College students at five locations: Broward Center for American Education(BCAE), Guayaquil, Ecuador American College of Higher Education (ACHE), Colombo and Kandy, Sri Lanka Center for Global Education at the Universidad San Ignacio de Loyola (USIL), Lima, Peru Institute for American Education at Vietnamese-American Technical College (VATC), Ho Chi Minh City, Vietnam National Management School (NMS), Mumbai, India

Tangible Benefits The Greene Institute has been remarkably entrepreneurial in its overseas programming. Partners have returned significant funds to the College which has more than covered the cost of sustaining our affiliations. Funds accumulated have enabled the Board to create a one million dollar endowment named after Dr. Greene, for the purpose of supporting Broward College student’s international study. Multiple annual awards totaling more than $200,000 have been invested in students traveling to our international centers. All travel associated with the initiatives of the Institute not only do not require the expenditure of state tax revenues, they have actually served to fund student scholarships, encourage faculty in their academic research, promote the internationalization of the campus and place the Broward College “brand” on campuses around the world.

Tangible Benefits The Institute has also helped to underwrite international initiatives from funds generated through study abroad and international affiliations, including: Summer Study Abroad Scholarship (multiple annual awards totaling approximately $5,000) Honors Institute Study Abroad Scholarship (multiple annual awards totaling $5,000) International Education Endowed Teaching Chair (awarded once in 2009 through the Broward College Foundation) Honors Institute International Faculty Travel Award (one award of $2,750 annually) Underwrite membership and participation in national and state international organizations Provide local hospitality for guests and visiting partners who are being trained on Broward College programs and services Develop marketing materials for study abroad programs offered by the College Provide for the salary of an international admissions and registration specialist Provide for the salary of the study abroad coordinator working in the department Provide for the salary of the district director for international education Provide 25 percent of the salary for a virtual librarian for International Center faculty and students.

Broward in Asia Broward has its International Centers in Srilanka, India and Vietnam These centers deliver the SACS accredited AA degree program Students transfer to the US with the BC Associate Degree All these international centers work within the framework of the local regulations and laws

Broward in India The National Management School is a local entity offering higher education in India NMS is an International Center of Broward College NMS is also the Study Abroad center of Broward College in India; a CCIS host institution NMS is a recent addition to the Broward family The first cohort of 4 students began their program in July 2014 About 4,000 Indian students join US universities for their undergraduate program every year We believe that through this 2+2 program, since the total costs are lower, we can enable another 4,000 to experience the American education

Student Recruitment, Networking, Partnerships Student recruitment is the most challenging task. We use the following methods: College Board SAT search Local Education Fair School visits – IIE and Linden Local advertisements Tie ups with local student counseling and recruitment companies Local school partnerships are yet to be developed; they are very hard to come by We involve the US Consulate and EducationUSA office in our efforts We use Indian professors who have returned from the US with their PhDs to teach in our program

How successful have we been? If success means high student enrollments, we are yet to taste success. We believe that it is a long haul to convince the local Indian parent that this 2+2 route is a respectable, legitimate, and a proper way for their children to get an American undergraduate degree and that their children can transfer to a top US University this way. While we have a Study Abroad center in India now and that is promoted through CCIS to all its member schools, getting American students to India is also a long shot.

Lessons learned? Failures? Indian students want American education – but in America and not in India!! While we believe that the cost advantage and the 2 additional years of being closer home are two critical advantages of this 2+2 program, the Indian parent and student are yet to fully buy into that argument Undergraduate student recruitment is very expensive in India. Minimum investment of $150,000 per year for recruitment efforts Local high schools do not partner easily with us to provide a pathway to their students to our program Broward is yet to sign up transfer articulation agreements with various US Universities that we can present to our students in our international centers

Advice to newcomers The Indian regulations do not provide for an American College to set up its campus; so you need to work with local partners. Find a partner that has deep pockets and a good local image Indian families prefer sending their children for Graduate education rather than undergraduate education – only 10% of the Indian students are seeking undergraduate studies The total number of new students is only about 4,000 every year and growing slowly If you want to recruit undergraduate students in India, have a big budget and a lot of lead time India is a status conscious society; the rank and status of the University/College will determine how students accept your program Students and parents want an assurance of the destination University that their child will eventually transfer to that University For the 2+2 program, partner with several US Universities in various states so that the transfer of these students to any of those Universities is guaranteed. Promote the destination and not the pathway

Our Plans for the Future Offer a multi-national Asian 2 year experience for our students – India, Srilanka, Vietnam and China – as they earn the Associate degree before transferring to the US Offer this local cost advantage to American families to send their children to our centers in Asia so that our Centers become international
