Department of Fire Services- Division of Fire Safety Emergency Planning and Preparedness Scope: Understand plans, training and conducting fire exit drills. Requirements 527 CMR Occupancies covered:  Institutional  Educational  Assembly  Housing for the Elderly  Special Residential  High Rise  Bulk merchandise

Department of Fire Services- Division of Fire Safety Emergency Plans NFPA : *** Procedures for reporting emergencies Occupant and staff response Evacuation procedure Appropriateness of elevator use Design and conduct of fire drills Type and coverage of fire protection system Any other relevant information Facility specific plans to be referenced when appropriate. *** NFPA 101 is not an adopted standard. It provides excellent reference material.

Group I-2 Evacuation Plan:  Available fire safety plan for all supervisory personnel.  Employees regularly instructed and informed of duties.  Copy of plan available at telephone operator or security center. Bed Mobility:  Beds easily movable under conditions of evacuation.  Exception: Beds intended for use in areas limited to patients.

Department of Fire Services- Division of Fire Safety Group I-2 Fire Exit Drills:  Include transmission of fire alarm signal.  Simulation of emergency fire conditions.  Exception: movement of infirm or bed-ridden patients.  Conducted quarterly on each shift.  At least 12 drills every year.  9:00 pm – 6:00 am coded announcement instead of audible alarms allowed.

Group I-3 Emergency Plan:  Plan supplied to all supervisory personnel.  Employees drilled in emergency plan.  Plan coordinated and reviewed by Head of the Fire Department.

Department of Fire Services- Division of Fire Safety Group I-3 Employee Training:  Instructed in proper use of manual fire suppression.  Training provided promptly to new staff.  Refresher course annually.  Staff within 3 floors or 300 ft horizontal distance of access door.  Proper release for Conditions III, IV, V as defined by CMR 780.

Department of Fire Services- Division of Fire Safety Group I-3 Notification:  Provisions made so residents in conditions III, IV, V can notify staff of emergency. Keys:  Keys for unlocking egress doors shall be identified by sight and touch.

Department of Fire Services- Division of Fire Safety Group I-3 Condition Definitions:  Condition III: Key or remote control required for movement from one smoke compartment to another and from within the building to the exterior.  Condition IV: Not allowed free movement to any other space within a smoke compartment. Single signal allows release of all sleeping rooms.  Condition V: Similar to Condition IV, but requires individual release of all sleeping rooms.

School Official in charge must ensure:  Plan for protection and evacuation; approved by the Head of the Fire Department.  Personnel and Students receive proper instruction.  Students participate in fire drill within 3 days of entering school.

Group E The Head of the Fire Department or appointed person must visit each school at least 4 times a year: (one of which may be a multi-hazard drill)  Perform fire drill.  Question school personnel.  No advance warning, except to school official in charge.

Theatres, Concert Halls (A-1) Restaurants, Night Clubs (A-2) Libraries, Religious Worship (A-3) Arenas, Tennis Courts (A-4) Stadiums, Amusement Park Structures (A-5)

Assembly Employees: Trained and drilled in the duties in case of emergency Egress Plan:  Occupant Load.  Seating Diagram.  Location of Aisles and Exits.  Copy kept on premises.  Approved by Head of the Fire Department.

Department of Fire Services- Division of Fire Safety Assembly Exit Announcement: Applicable to A 1-3; has an audience:  Before performance.  Audible announcement, location of exits.  Include areas of rescue for disabled.  Recorded or live is acceptable.  Visual aid acceptable.  If program for performance is distributed, must include egress plan.

Department of Fire Services- Division of Fire Safety Crowd Manager Training Additional requirements will be in place for certain places of assembly. Additional information and training will be provided in January 2011

Note: Applicable to complexes with 6 or more units. Administrator is required:  Submit a plan for protection and evacuation; have it approved by the Head of the Fire Department.  Inform employees and residents of aforesaid plans.

Housing for the Elderly Head of Department must visit each complex 4 times a year:  Perform a Fire Drill or;  If inadvisable due to age or physical disability of residents, ascertain all occupants are familiar with plans.

Special Residential Evacuation Plan:  Available to all supervisory personnel  Amended or revised if necessary due to new resident ’ s needs  Instruction of staff reviewed every 2 months  Copy of plan available on premises Resident Training  All residents capable of assisting, must be trained in proper action  If resident is part of rehabilitation program, fire prevention must be a part of that  Residents shall be trained to assist each other, without undue risk of themselves
