 Screen Readers  Screen Magnifiers  Optical Character Recognition (OCR) Software Assistive technology today has made the printed word accessible.

 Technology has made print access POSSIBLE.  Does the current law make it PERMISSIBLE?  Today of all printed word published only 0.5% is ACCESSIBLE.

 Discrepancy in the conventional copyright laws that hamper the print disabled community has been recognized.  Over 50 countries have made appropriate changes to their respective copyright laws.  UN Convention on Rights of Persons with Disability, 2006 has guaranteed equal access to persons with disabilities.  WIPO Treaty for Improved Access for Blind, Visually Impaired and other Reading Disabled Persons, 2008.

 Laws that guarantee Equal Access o Constitution of India o Persons with Disability Act, 1995 o National Policy for Persons with Disability, 2006 o India is also a signatory to the UNCRPD 2006 upholding equal rights to persons with disability.  Is the Indian Copyright Act, 1957 in aync with the above?

 DAISY Forum of India (DFI) launched in April A network of over 60 organizations DFI works towards creating Accessible content and bringing about legislative change.  DFI – Bookshare.org partnership has set up a strong publisher contact program.  The Publication Access Coordination Committee (PACC) – an umbrella organization has submitted its representation to the Copyright Office, Government of India for appropriate amendment to the Copyright Act in April 2006.

 The DFI- Bookshare.org publisher contact program with help of forthcoming and extremely supportive publishing community has begun to set up an effective accessible content dissemination model used only by the print disabled.  DFI – Offline Distribution model; Bookshare.org- Online Distribution library.  Some of the Publishers who are already on board- Oxford University Press, SAGE Publications, Sheth Publishers, S. Chand & Co Ltd, Zubaan Books, Himalayan Publishing House, Other India Press, Sahitya Academy etc.

 Speed up the amendment to the copyright law in India.  Build robust distribution and use channels of accessible content amongst the print disabled without damaging any interest of the copyright holders.  The Government of India has also recently taken a much needed step towards accessibility through a policy on accessible websites.  These and many other efforts need to be brought together to move towards equal print access for all.
