What is Sustainability? “sustainability’’ and ‘‘sustainable’’ mean to create and maintain conditions, under which humans and nature can exist in productive harmony, that permit fulfilling the social, economic, and other requirements of present and future generations” E.O definition 4
What is Driving Green Purchasing? As the largest consumer of energy in the U.S. economy, the Federal Government can and should lead by example when it comes to creating innovative ways to reduce greenhouse gas emissions, increase energy efficiency, conserve water, reduce waste, and use environmentally responsible products and technologies. - President Obama 5
Federal agencies are required by statutes and executive orders to purchase certain products with specific environmental or energy attributes. “Green purchasing” or “sustainable acquisition” refers to purchasing products with these attributes and purchasing services under which these products will be supplied or used. 6 Sustainable Acquisition
GSA Buying Green Cardholders must procure products containing post- consumer content in accordance with Section 6002 of the Resource Conservation and Recovery Act (RCRA) and Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management.” EO and FAR 23 also require GSA to procure and use environmentally preferable and bio- based products. GSA Buying Green GSA’s Green Purchasing Plan (GPP) includes requirements to promote the purchase of environmentally sustainable products and services. This order requires GSA to incorporate these requirements into daily operations and to work towards increasing and expanding markets for environmentally sustainable products and services. Cardholders must comply with OGP , GSA Green Purchasing Plan. 8
