EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.: New modern communication and reservation systems to facilitate customers’ access to long distance bus and coach services Jan Möllmann, Secretary General IRU Workshop 29 February 2012

Founded in largest private public transport companies in Europe Min. 80% of business won in competition qualify for membership vehicles operated employees 12 bn passengers/year Services in 22 EU countries Network with all other private sector associations EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.: 1. PROFILE Objectives Development of a competitive market structure for the supply of public transport services Support the opening of the passenger transport market for competition Watch, monitor and push for fair market development 2

EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.: 2.Setting the Scene – from a rail perspective 3 "If we are serious about getting people onto rail, … then we need to offer rail passengers the seamless planning and ticketing offers that match the airlines. We want to make it as easy … to book a rail ticket from Barcelona to Brussels or Berlin to Bratislava as it is to book a corresponding flight. Making common timetabling and fare information available [by means of TAP TSI] to operators is a significant first step, but it is just the start of a much bigger push to make pan European rail planning and ticketing a reality.“ DG MOVE Press release 5 May 2011

3. With the framework for carrier competition in Europe well defined, focus is increasingly on establishing a single retail market EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.:

3. With the framework for carrier competition in Europe well defined, focus is increasingly on establishing a single retail market Upcoming de-regulation will open up previously closed markets to competition, while EU legislators want to see the European rail industry governed by standards, much like the airline business has been for many years. Amadeus press release 28 August 2011 Adoption of TAP TSI should bring much-needed standardisation to rail reservation and fulfilment processes (…) TAP TSI looks set to succeed where other such projects have not. (…) Standardisation will undoubtedly transform the face of the European rail industry, and operators should be excited about this prospect (…). Railway Gazette International, August 2011 EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.:

EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.: 4. TAP TSI for rail as a “crucial building block….for a single European rail distribution market”… 6

Rail services…..! But: Where are long distance bus and coach services? EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.: 5. New modern communication and reservation systems to facilitate customers’ access to…. 7

3. RIGHT TO INFORMATION BEFORE PURCHASE AND AT THE VARIOUS STAGES OF TRAVEL, NOTABLY IN CASE OF DISRUPTION Passengers have the right to be correctly informed of the ticket price, their rights and the circumstances of their journey in a timely and relevant manner before the journey as well as during and after the travel in case of disruption. EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.: 6. Where are long distance bus and coach services? They will follow sooner or later ! 8

EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.: 7. Rail solutions factually setting the standard for coach transport?! 9 TAP – Framework and Output The requirement is that TAP specifications are compatible with the NeTex interchange format

Introduction of ticket vendor organisations as rail stakeholders who promote a model known from the airline industry. Controversial issues adressed by TAP: Settlement (& fees...) Organisation ( & governance....) 7. Rail solutions factually setting the frame for transport EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.:

General Message EPTO supports all initiatives that bring benefits desired by customers and will encourage more people to use public transport and support the development of the European Rail Markets EPTO believes that TAP TSI can have the potential to do this. TAP TSI Mandatory application of TAP TSI for suburban and regional systems running on TEN networks is inappropriate Domains in TAP TSI Must be customer-focused: Tickets, customer information Interference with local solutions of operators and transport authorities Market barrier to entry for new railway undertaking Costs EC approaches to TAP TSI, ITS, multimodal journey Planner must be consistent 8. EPTO views and objectives regarding travel planner information EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.:

Potential areas for concern regarding suburban and regional transport Single permanent statutory body is inappropriate for PT Airline-like settlement structures are not appropriate Travel data ownership and data hosting / feeding out must stay with operator / authority Any use of more than timetable data should be done by agreement only Ownership of and responsibility for customer data should entirely stay with the operator / authority Ticket sale by third parties by commercial agreement only (critical potential points for example: revenue allocation, clearing house) 8. EPTO views and objectives regarding travel planner information EPTO 28, Quai d. Charbonnages B-1080 Brussels M.: F.: E.:
