Towards 2005 Working Group Report Back

Report Back from Yesterday All groups agreed “Culture” and “Skills”were the key problem areas. Solve these and you address the others. Some concern about Bird Strike (Airlines). Some concern about CAA (non commercial operators)

Report Back from Yesterday We will take the last two on board, but focus today on Culture and Skills, plus CAA role

Today’s Task Come up with realistic practical solutions Acceptable to all areas May be some tough calls to make

Some Ideas - Culture What is it? Collective Airmanship Shared Values and Attitudes The way we do business Common understanding of objectives and risks in our operation(s) Behavioural norms

Some Ideas - Culture Commercial Pressures Culture & Skills Training & Standards “Kiwi” Culture

Some Ideas - Skills Instructor training and standards CFI / Chief Pilot requirements Part 61 overhaul (underway) Recurrent training Removal / exclusion of ‘unsuitables’ Human Factors vs Airmanship

Some Ideas - Skills Decision making training Ratings (e.g. controlled airspace) BFRs - standards and consistency Mentoring

Role of CAA Change starts from the top Greater visibility and presence (GAIs) But not at extra cost !! Audit and compliance costs Enforcement role at odds with safety

The Challenge Find some solutions
