Emergency Response by WFP Logistics

WFP The World Food Programme is the world's largest humanitaria n agency fighting hunger worldwide.

Response to an emergency requires to have on the field staff, the food, the systems and logistics capacity WFP can deploy self sufficient staff within hours of a disaster. Supplement his staff capacity with stand by partners. Actions can be taken immediately and information is shared with decision makers to ensure quick response to an emergency. WFP can divert one of the vessels it has on sea at any time. With operations in over 70 countries helps to take advantage of field knowledge and assets.

WFP Is developing internally some tools like: Forward Purchase Facility and stocks preposition. WFP WORKS With government, UN and NGO partners to reach more than 90 million people in 73 countries. In some crisis have used food from strategic grain reserves

Forward Purchasing Facility (FPF) Since mid 2008: almost 430,000 mt mostly for the Horn of Africa and Great Lakes Reduces procurement & transport lead times (from 86 to 1-45 days). Commodities are procured without having defined funding or final destinations

Preposition of stocks Similar to FPF but in addition keeps food stored at strategic locations, where WFP has operations and assets Needs a reliable demand (HoA and GLK)

WFP in emergencies have the dual mandate of delivering food aid and coordinating the logistics efforts of the humanitarian community through the logistics cluster.

The assessments of logistics infrastructure (roads, bridges, ports, etc.). A one-stop shop for all humanitarian logisticians. Civil-military coordination and liaison with the host Government for the use of military assets for the relief operation (port equipment, helicopters, escorts, etc.). Customs facilitation. Publication of essential and relevant logistics information through reports and its website. The logistics coordination between all agencies. Haiti response WFP and the Logistics cluster set up camp in Port-au-Prince within 48 hours of the earth- quake and the first relief goods were flown in a day later. The first two weeks relief cargo and logistics support equipment was flown in from the United Nations Humanitarian Response Depots network. A forward hub and office was established in Santo Domingo, as well as two large warehouses in Port-au-Prince of 70,000 square feet for Non- Food Items. For food, several warehouses were rented with a capacity of over 20,000 MT and a large new warehouse compound was constructed with capacity of over 25,000 MT of food and 80,000 square feet for Non- Food Items.

WFP Logistics: Cluster Haiti A trucking fleet of over 200 trucks from both the Dominican Republic and Haiti was leased for the transport from Santo Domingo to Port- au-Prince and within the earth-quake zones for both food and Non-Food Items. Sea-barge were used to shuttle humanitarian cargo from Port-au-Price to the different ports in Haiti, currently WFP is shuttling cargo from Santo Domingo as result of customs issues. Three helicopters and two airplanes were used for the operations. They were used for locations that can not easily be reached by road or sea and for fast emergency interventions.

WFP Logistics The Logistics Cluster moved cargo for over 100 humanitarian agencies as well as for several countries that donated relief supplies to Haiti. The first two months, 0ver 6,000 MT or 20,000 cubic meters of Non-Food Items was handled through the Logistics Cluster. Up to date over 7,289 Mt (31,387 m3) The first six weeks, 15,000 MT of food was distributed to earth-quake affected people, currently distributions are close to 80,000 Mt Of all Non-Food cargo, 80% was delivered to NGO’s and 95% of all goods came over land through the ports of Santo Domingo and Port- au-Price.
