Presentation Outline 1.Background 2.Western Intake Feasibility Study 3.Next Steps 2

Jordan Lake Partnership (JLP) – Founded

Western Intake Partners (WIP) are a subset of the Jordan Lake Partners Chatham County Durham OWASA Pittsboro Planning for potential collaborative development of water withdrawal, treatment, and transmission facilities on the west side of Jordan Lake 4 Western Intake Partners

Western Intake Feasibility Study 9 Develop and evaluate regional water supply project alternatives at a conceptual level A common element for all alternatives is a regional intake site and pumping station near Vista Point Review institutional models under which the WIP could potentially implement the preferred alternative Intake Site

Western Intake Feasibility Study 10 Three conceptual Water Supply Alternatives Alternative 1 - Regional Water Treatment Facility Alternative 2 – Two Separate Water Treatment Facilities Alternative 3 - Raw Water Only Facilities

Alternative 1 – Regional Water Treatment Facility Water treatment facility on OWASA property at Jordan Lake Finished water delivered to each distribution system 11 Jordan Lake Regional Water Treatment Facility 33 mgd mgd 2060 Pittsboro 3 mgd mgd 2060 Chatham County 10 mgd mgd 2060 OWASA 2 mgd mgd 2060 Durham* 18 mgd mgd 2060 Regional Raw Water Pump Station 33 mgd mgd 2060

Alternative 2 – Two Separate Water Treatment Facilities Chatham County/Pittsboro WTP on OWASA property at Jordan Lake OWASA/Durham adjacent to South Durham Water Reclamation Facility Finished water delivered to each distribution system 12 Chatham County/Pittsboro Water Treatment Facility 13 mgd mgd 2060 Pittsboro 3 mgd mgd 2060 OWASA 2 mgd mgd 2060 OWASA/Durham Water Treatment Facility 20 mgd mgd 2060 Durham 18 mgd mgd 2060 Chatham County 10 mgd mgd 2060 Jordan Lake Regional Raw Water Pump Station 33 mgd mgd 2060

Alternative 3 – Raw Water Only Facilities Chatham County/Pittsboro WTP on OWASA property at Jordan Lake Durham’s allocation treated at the Williams WTP OWASA’s allocation treated at the Jones Ferry Road WTP 13 Pittsboro 3 mgd mgd 2060 Chatham County 10 mgd mgd 2060 OWASA’s Jones Ferry Road Water Treatment Plant 2 mgd mgd 2060 Durham’s Williams Water Treatment Plant 18 mgd mgd 2060 Jordan Lake Regional Raw Water Pump Station 33 mgd mgd 2060 Chatham County/Pittsboro Water Treatment Facility 13 mgd mgd 2060

Western Intake Feasibility Study 14 Water treatment and pumping facilities are sized to meet maximum day demands in 2040 and assumed to be expanded in 2060 The intake and pipelines (which are costly to expand) are sized to meet 2060 maximum day demands

Project Alternatives Comparison 16 Alternative Capital Costs (2014 Million $) Total Life Cycle Costs (2014 Million $) Total Pipeline Length (ft) Relative Wetland and Stream Impacts Initial Facilities (2040) Ultimate Facilities (2060) Total Alternative 1 – Regional Water Treatment Facility $243$74$317$694~151,000Lowest Alternative 2 – Two Separate Water Treatment Facilities $297$75$345$752~200,000 Greater than Alt 1 Alternative 3 – Raw Water Only Facilities $341$71$412$1050~271,000Greatest

Recommended Alternative Regional Water Treatment Facility 17 Jordan Lake Regional Water Treatment Facility 33 mgd mgd 2060 Pittsboro 3 mgd mgd 2060 Chatham County 10 mgd mgd 2060 OWASA 2 mgd mgd 2060 Durham 18 mgd mgd 2060 Regional Raw Water Pump Station 33 mgd mgd 2060 Regional Water Treatment Facility recommended based on: Cost Environmental Impacts

Conceptual Project Schedule for Facilities Design and Construction 18 Initial Facilities Design / Construction (33 MGD max day) Final Facilities Design / Construction (54 MGD max day) Construction– Phase I

Recommended Next Steps Conduct a Water Quality Monitoring Study Develop and execute an Interlocal Agreement (ILA) Establish a Technical Advisory Committee (TAC) Form a Policy Advisory Committee (PAC) 19

Questions / Comments?

Regional Water Treatment Facility – Conceptual Project Schedule ~ 3.5 years to Design/Permit with concurrent activities ~ 3 years to Construct with concurrent activities 21

Jordan Lake Allocation Requests 22 All WIP Round 4 Level I Allocation applications: Identified a draft version of Regional Water Treatment Facility as the preferred alternative Stressed regional participation and collaboration Demonstration of a commitment by the WIP to planning and development of the regional approach will support the allocation requests
