2 EC QA/QC programme Special situation: EC inventory is aggregation of 25 MS inventories, no new data MS are responsible for QA/QC of their inventories, EC QA/QC programme only covers the compilation of the EC inventory The EC QA/QC programme consists of Quality objectives QA/QC plan

3 Quality Objectives Specific and measurable indicators for the UNFCCC inventory principles Transparency: use of CRF tables and keys, information on aggregation of MS data, documentation of QC procedures Completeness: report of all sources and sinks for all gases in EC area, reduction of estimation procedures for missing data from MS Consistency: consistent time series, explanation of major trends and deviations in time series Comparability: ensure that MS use methodologies and categories in accordance with UNFCCC, comparison of emissions across MS Accuracy: estimation of quantitative uncertainties, use of higher tier methods for key categories in MS Timeliness: submission of complete EC inventory by 15 April

4 Quality Control procedures 1.Initial QC checks of MS’ inventory submission Use of UNFCCC data import checking routines, checks for completeness, uncertainties and consistency between NIR and CRF 2.QC procedures during EC inventory compilation Checks for errors in transcription of data, calculations, aggregation, units and conversion factors; Evaluation of completeness and integrity of database 3.Other inventory level QC procedures Checks for completeness of documentation and archiving of all data sources, methods and procedures Comparison of estimates and trends with previous years and other statistics

5 QA procedures Review of EC Inventory by MS prior to submission Review of EC Inventory by experts after submission Analysis of UNFCCC reviews of MS’ inventories and whether issues from previous reviews have been addressed Workshops with MS to address major inventory problems Comparison of emission estimates with independent data sources where available

6 Other Procedures Documentation and Archiving Archives shall enable a reproduction of EC inventory and a review of all decisions Documentation shall include QA/QC activities at MS and EC level Update of QA/QC programme Quality objectives and QA/QC plan will be reviewed annually and modified by the CCC if necessary
