Responsibility for Cars Delivered A car is considered “delivered” to a connecting railroad when it is placed on the agreed upon interchange track All cars delivered in interchange should be preceded by an Advanced Interchange Consist (EDI 418) – Roads can be penalized for failure to provide necessary forwarding instructions once EDI procedures are in place between two roads The receiving road is responsible for the cars, contents, and car hire after receipt of the proper data for forwarding.

Prompt Interchange of Cars Interchange should occur within 24 hours after arrival or release at the interchange Exceptions include:  Traffic covered by embargo or equipment alert  Cars covered by notification from delivering road and confirmation from receiving road that it is unable to take the cars  Cars which can not physically be placed on the designated interchange track

Delayed Interchange Delivering road may seek protection from car hire under Car Hire Rule 15 Procedures include: – Holding road notifies AAR who notifies receiving road – Receiving road agrees or fails to respond then TOL occurs (6 hrs for class 1 and 12 for others) – Receiving road does not agree, AAR notifies delivering road and no TOL occurs – Delivering road must then interchange within 24 hours

Lack of Necessary Documents If a loaded car is offered without forwarding data, receiving road should request (EDI 425) it from delivering road Return the car to delivering road or proper road within the same switch district If empty, move to or in the direction of the home road per Car Service Rule 2, Special Car Orders or Directives Delivering road is responsible for any intermediate switching and car hire charges

Error Delivery – Notifications and Definitions Delivered to a road not in the waybill route The empty or load indicator is wrong Waybill is missing, incomplete, or inaccurate Empty delivered in violation of Car Service Rule 2, Special Car Orders or Directives Empty delivered to a road in switching service but not ordered by the switching road

CSR 8 Advertisements Advertisements or banners upon any freight, passenger car, or locomotive is prohibited except: – For photographic purposes while the car is rested – On passenger cars for special train movements Why ? Promotes asset utilization for moving freight cars into and out of shipper or commodity assignment.

CSR 9 Steamship, Ferry or Barge Restrictions Railroad cars must not be loaded for or delivered to steamship, ferry or barge line for transportation by water, except: – In interstate commerce by common carriers by water between points within the continental US – With owner permission under SCO30 Why ? Tighter management of freight cars by keeping them in the North American Rail Network.

CSR 10 - Responsibility for Charges When Necessary to Transfer or Rearrange Lading The delivering road is responsible when: – Defective equipment that is not safe AAR Interchange Rule 92 – Car is not loaded in compliance with AAR Circulars – Violations of US DOT rules governing transportation of explosives and other dangerous articles.

CSR 10 - Continued The switch or origin road is responsible when: – Load exceeds stenciled load limit – Overloads in violation of AAR Circulars (unless overload results in shifted laden en route) – Loaded car is prohibited in interchange AAR Interchange Rule 90

CSR 10 - Continued The originating road is responsible when: – Gross weight of loaded car exceeds published weight restrictions – Dimensions of loaded cars being in excess of published clearances of any road in the routing Railway Line Clearances – Cars loading in violation of Car Service Rule 9

CSR 10 - Continued The receiving road is responsible when: – Cars were properly loaded at origin – Cars can not be handled to destination as a result of a disability of the receiving line – Receiving road desires to transfer to save the cost of car hire

CSR 11 Weighing of Cars First road haul carrier shall provide scale weights Scale weights may be waived if any of the following endorsements are on the waybill: – Shippers Weight Agreement – Destination Weight Agreement – Tariff Authority Weight – Manifest Weight -TOFC and FAK – Official Weight (US only - FGIS) – Grain Exchange Weight (US only - Grain Exchange)

CSR 11 - Continued A penalty of $75 per car included for failure to comply The point at which loading is completed is considered the origin of a stop-off car and determines the road responsible. Shortlines that do not have scales should make arrangements for weighing with their connecting roads. Reference Appendix B to the Code of Car Hire Rules

CSR 12 Cars Containing Refuse Cars offered in interchange as empties that are found to contain refuse can be rejected by the receiving road Empty boxcars and gondolas with grades X, Y or Z are excluded – X Grade A that contains refuse – Y Grade B that contains refuse – Z Grade C that contains refuse Reference Car Service Rule 14
