Through the Creative Europe Programme, between 2014 and 2020, the EU will invest €1.46 billion in the Cultural and Audiovisual Sectors 4. Special focus- Access to Finance – Grants and a financial guarantee facility for SMEs in the two sectors 1. Supports for Cultural Organisations 2. Supports for Audiovisual Industries 3. Creative Europe prizes and special actions

1. Supports for Cultural Organisations Includes the: Organisation of exchanges for artists and performers Organisation of professional development or networking for professionals Funding of translations of literary works Platforms to showcase emerging European Talent

Organisation of exchanges for artists and performers Transnational cooperation projects involving cultural organisations from different countries which can include: Sharing artworks- lending, borrowing, touring and exhibitions International exchanges, extended stays and residencies Co-productions, touring and performances between cultural organisations from different countries

This will support: Activities that provide professionals with specific skills, competences and knowledge- such as the shift to digital technologies European activities to enable professionals to collaborate internationally International networking Organisation of professional development or networking for professionals

Translating Literary Works European funding is available for : Translating literary fiction including novels, short stories, plays, poetry, comic and children's fiction in paper or digital formats. Translating excerpts in order to foster the selling of rights for translated works Organising events, marketing and distribution activities to promote translated works

Platforms to showcase emerging European talent Creative Europe supports groups of organisations (platforms) in the cultural sector to increase the number of European cultural performances and impact on new audiences. Funding is available to: Showcase European artists, creators and emerging talent Collaborate across borders to find new audiences Stimulate European programming of non- national works Undertake communications activities Develop a European branding strategy, including creating a European quality label

Supports for the Audiovisual Industry via the media sub-programme Training for audio visual professionals Funding for the development of audiovisual projects Financing high quality European television Entering new markets and promoting audiovisual works Funding for European film festivals Selling and distributing Europe's films across borders Reaching the audience Financing international film co-productions

Training for audio visual professionals This area of the sub-programme funds workshops, seminars and other training sessions-open to both European and Non-European professionals and are aimed at: Developing professional’s skills Supporting knowledge-sharing and networking Introducing new or improved business practices

Funding for the development of audiovisual projects The media sub-programme funds the development phases of animation, creative documentaries and fiction projects, as well as the development of video games- The objective is to increase the quality, feasibility, international appeal and market value of European audiovisual works. It supports two schemes. Scheme 1-Single project and several (slate) funding – can cover feature films, TV dramas, animations and creative documentaries, one-offs or series. Intended for commercial release for TV or cinema, as well as for internet platforms Scheme 2 -Video Games- funding for the development of innovative and creative games( concept development or project development)

Financing high quality European television The programme will assist in increasing the circulation of European TV programming and to bring high quality TV content to European audiences. It encourages co-operation between producers and broadcasters and supports independent TV projects suitable for the international market. Funding for independent producers with quality works that are co-produced or pre- bought by European and international TV channels. – One offs or series and may include dramas, animation or creative documentaries

Entering new markets and promoting audiovisual works The scheme supports activities which nurture European and International co-productions, and increase the circulation of both European films worldwide and international films in Europe. Funding is available for activities as: Co-production and financing initiatives Events or trade shows for finished works Developing databases of European programmes and professionals in the audiovisual industry Developing online tools in the European audiovisual or film industries Promotional activities worldwide Promotional initiatives and platforms – groups of organisations focussing on shared objectives

Funding for European Film Festivals Creative Europe helps to promote and present European films and audiovisual works by financing European Film Festivals. This increases the range of European films being screened during festivals and encourages audience interest Funding is available for festivals that: Promote European films, especially works from countries with less established film-making industries. Represent the geographic diversity of European cinema. Include film literacy initiatives, such as film education, to develop citizens’ appreciation for European film. Have a clear audience development strategy.

Selling and distributing Europe's films across borders This support is designed to increase European sales agents’ and distributors competitiveness and bring European films to global markets and international audiences Funding for: Cinema Selective Schemes- covering distributors advertising campaigns Cinema Automatic Scheme-Funding the distribution of recent European films Sales Agents’ Scheme- funding for film sales agents based on their market performance

Reaching the Audience Building an audience for European audiovisual content on all platforms is a creative Europe priority- objective to increase the visibility and circulation of European films by encouraging creative and innovative ways to reach broader audiences- especially young people. this includes film literacy projects Supporting: Networks of cinemas that screen a significant level of non-national European Films Film literacy projects –cooperation and partnerships in film literacy activities in different countries Audience development events- Screening and marketing events for successful European films in different countries and in different platforms.

Financing international film co-productions Creative Europe helps to finance co- productions in order to nurture culturally diverse animation, fiction and documentary film projects, while providing the means to circulate them to new audiences The programme can provide financing to support international co-productions – including feature films, animations and creative documentaries primarily intended for cinema use.

3. Creative Europe prizes and special actions Creative Europe prizes in cultural heritage, architecture, literature, music and cinema are an opportunity to highlight the excellent quality and success of European activities in these sectors. Grants and a financial guarantee facility for SMEs in both cultural and audiovisual sectors. SMEs in these sectors need finance to grow their businesses, but many experience difficulty in obtaining loans. From 2015, a cultural and audio sectors facility will progressively be implemented to help SMEs access private finance. The new facility will provide incentives to financial institutions to offer cultural and audiovisual SMEs loan's that meet their needs. An EU guarantee fund of €121 to be provided to lenders to call upon in event of SME failure to repay a loan 4. Special Focus – Access to Finance

Cultural Partnerships In the case of smaller scale cooperation projects, the project must include a project leader and at least two other partners. They must have their legal seat in at least three different countries participating in the Culture Sub-programme. For larger scale cooperation projects, the project leader must work together with a minimum of five other partners. They must have their legal seat in at least six different countries participating in the Culture Sub-programme.

Four main funding schemes Scheme 1. Support for European Cooperation Projects Category 1 - Smaller scale cooperation projects Project duration: maximum of 48 months Description: Trans-national cooperation project Number of partners required: Minimum of 3 from at least 3 qualifying countries Funding: Up to a maximum of 60% of the total eligible costs, up to €200,000 per project Category 2 - Larger scale cooperation projects Project duration: maximum of 48 months Description: Trans-national cooperation project Number of partners required: Minimum of 6 from at least 6 qualifying countries Funding: Offered up to a maximum of 50% of the total eligible costs, up to €2 million per project

Four main funding schemes Scheme 2. Support to literary translation projects This strand supports the translation of a 'package' of literary works from one European language to another. Costs for the publication and promotion of the works are also eligible. There are two categories: Category 1 - Two year projects Project duration: up to 2 years Description: Supports the translation of a package of eligible works of fiction from one European language to another Funding: Up to a maximum of 50% of the eligible costs, up to €100,000 per project Category 2 - Framework partnership agreements Project duration: in 2016 there will be a call for proposals for 4 year framework partnership agreements Description: Supports the translation of a package of eligible works of fiction from one European language to another, per year. The application for framework partnership agreements must include an action plan covering the entire duration of the agreement. Funding: Up to a maximum of 50% of the eligible costs, up to €100,000 per year

Four main funding schemes Scheme 3. Support to European networks This strand co-finances networks which facilitate professional development within the sector through networking, peer learning, exchanges etc. It is intended to achieve a structuring effect on the sector and therefore a limited number of networks with broad reach and balanced across sub-sectors will be supported. Project duration: in 2016 there will be a call for proposals for a 4 year framework partnership agreement (to be signed in 2017). Description: Supports structured groups of organisations (networks) representing the cultural and creative sectors. European networks must have a minimum of 15 member organisations legally established in at least 10 different countries taking part in the programme. Funding: Up to a maximum of €250,000 per year. Financial contributions from the EU cannot exceed 80% of the total eligible costs of the budget. Therefore, 20% match funding is required.

Four main funding schemes Scheme 4. Support to European platforms This strand co-finances cultural and creative organisations showcasing and presenting European creators and artists, especially emerging talent, through a genuinely Europe-wide programme. It is intended to have a structuring effect on the sector and therefore a limited number of platforms will be supported. Projects selected in 2015 will have a maximum duration of 2 years. Applications selected in 2017 will have a maximum duration of 4 years. Description: The organisations shall through the medium of a legally constituted coordination entity join together within a platform which will have a minimum of 10 member organisations from at least 10 different countries participating in the programme. Funding: Up to a maximum of €500,000 per year. Financial contributions from the EU cannot exceed 80% of the eligible costs of a platform project. Therefore, 20% match funding is required.

European Cultural Foundation Thematic focus: Connecting Culture, Communities and Democracy ECF is developing a network of European cultural organisations that will be identified and connected for their crucial role as agents of change by involving local communities through culture. This will broaden impacts and will have a further resonance in local policy development, as well as boosting civic pride in communities. Open Call for Proposals :
