LOCAL CONTROL FUNDING FORMULA

What is the Local Control Funding Formula (LCFF)? LCFF is California’s new plan to fund schools. The state has provided local school districts with funding flexibility rather than directing how each dollar must be spent. The expectation is that this flexibility will help the local districts better meet their student needs. What is the Local Control and Accountability Plan (LCAP)? LCAP LCAP is a plan for how a district will support student success through the use of Local Control Funding Formula (LCFF) money.

COMMON THEMES WERE IDENTIFIED As we worked together and examined the data

LCAP Themes Provide effective teacher support and training as it relates to the Common Core State Standards (CCSS), pro-social behavior, and cultural awareness. – Provide Professional Development (PD) to teachers in all curricular areas related to CCSS. – Provide focused PD for teachers of EL, LI, and FY to develop awareness of unique student needs.

LCAP Themes Expand support targeted towards English Learners to improve educational outcomes such as graduation, transition, and reclassification rates. – Revise current transition and reclassification criteria for EL students. – Provide additional PD for EL teachers to improve instructional practices and outcomes for EL students.

LCAP Themes Increase college and career readiness for graduates, including increasing a-g completion and Career Technical Education (CTE) opportunities. – Support CTE programs, such as Partnership Academies, targeting unduplicated count students. – Support a-g completion by offering supplemental educational services, such as Summer School and on-line learning.

LCAP Themes Reduce class size and increase course offerings. – Increase staffing allocations by $4 million in – Allow sites to determine the best use of this increased staffing to reduce class size or increase course offerings based on their specific needs.

LCAP Themes Provide additional counseling services focused on emotional support and unduplicated student needs and college/career readiness. – Increase staffing allocations for certificated counselors for – Provide PD for counselors focused on developing knowledge and strategies to support targeted students and their post graduation plans.

LCAP Themes Expand support towards Foster Youth through a program of early and accurate identification. – Provide funding for a Foster Youth Liaison position to coordinate services for FY throughout the district. – Pursue agreements with county agencies to share information targeting timely identification of FY.

LCAP Themes Decrease the number of students suspended and expelled by the district through the implementation of alternative disciplinary programs and pro-social and emotional support for students. – Create a strategic plan to implement alternative discipline programs at school sites. – Train staff in strategies aligned with pro-social and emotional interventions.

LCAP Themes Increase meaningful engagement of students in school decision making. – Create student focus groups to provide input regarding educational programs and district issues. – Increase student participation and engagement on districtwide and school site committees.

LCAP Themes Increase opportunities for meaningful parent engagement and increased parent educational opportunities. – Create a Parent Education Liaison position to support school site workshops and support parent involvement in the education process. – Increase parent participation and engagement on districtwide and school site committees.

LCAP Themes Provide increased access and utilization of technology for students. – Make computer labs/libraries available to students during non-instructional time. – Embed technology-based performance assessments throughout the curriculum.
