D EVELOPMENT OF L ONG - TERM CARE 1993 Social Welfare Act – home care is a mandatory task of local government: maximum 4 hours daily help/care contracting out with NGO-s, churches possible amendment of regulations, elaboration of better conditions for residential homes model of obstacle free environment 2006 incorporation of the social alarm into the Social Welfare Act

W ITHDRAWING STATE 2009 Residential homes only for those with more than 4 hours care need Decreasing budget of social alarm 2011 New Constitution: care - task of family 2013 Financing of home care - decreased by 30% Home care with social alarm centralised 2015 Criteria to receive home care - made stricter

CONSEQENCE Increasing care demand – not enough caregivers caregiver 3.6 old persons caregiver 7.3 old persons % received care but more care demand!  Shift from care to nursing - no suitable structure  Gap : older people with milder care need – out of formal care
