THE VOCATIONAL TRAINING SYSTEM IN SPAIN

THE SPANISH VOCATIONAL TRANING SYSTEM (I) Initial Vocational Training Management through the education administration (Ministry of Education and Science and Autonomous Communities). Qualifies young students in the performance of a professional activity. Legal Framework: Organic Law for the Regulation of the Education System (L.O.G.S.E., in Spanish) Law for Education Quality (L.O.C.E., in Spanish)

THE SPANISH VOCATIONAL TRAINING SYSTEM (II) Occupational Vocational Training Managed by the State Public Employment Service and Autonomous Communities' Public Employment Service. Oriented to the placing and integration of the unemployed people. Its legal framework is the National Vocational Training and Placing Programme (Plan FIP).

THE SPANISH VOCATIONAL TRAINING SYSTEM (III) Ongoing Professional Training Managed by Social Partners, together with the State Public Employment Service. It aims to offer continuous training to employed individuals. Regulated by National Agreements on Training and Tripartite Agreements on Continuing Training.

ORGANIC LAW OF 5/2002 ON QUALIFICATIONS AND VOCATIONAL TRAINING

1.- Finality of the act. 2.- Basic principles and purposes. 3.- Instruments and Schemes of the NQVTS.

1.- Finality of the Act. To set up as “basic rule” for the development of a new standard in Vocational Training. To create and start a National Qualification and Vocational Training System:  To unify the three existing subsystems.  To integrate the system of assessment and certification.  To meet the needs of persons and production system. To promote a publicly funded offer to guarantee a lifelong training.

2. - Basic Principles and Purposes. To provide a quality training oriented towards personal lifelong development. To aim Vocational Training to guarantee the right to work and satisfy the needs of production system. To guarantee equal access for all individuals to life long training. To incorporate in the training offer the perfomance of entrepreneurial activities, self- employment and the entrepreneurial spirit. To provide the persons and entities concerned with proper information and guidance in matters of vocational training and occupational qualification. Adjust vocational training to European Union criteria to take advantage of the oportunities of the single market and to make possible the free circulation of workers.

3.- Instruments and schemes of NQVTS. The National Catologue of Vocational Qualifications, wich shall be modular in structure, shall organise the occupational qualifications identified in the production system by recognisable skills that can be accredited and are appropriate for occupational use. A procedure for the recognition, evaluation, accreditation and recording of occupational qualifications. A system of information and guidance in vocational training and labour matters. A procedure for evaluation and improvement of the quality focused on the attainment of objectives.
