South African Bureau of Standards: AUTOMOTIVE REGULATORY 36 ADMINISTRATION OF AGREEMENTS n The Regulatory Division within SABS was designated by the Department of Trade and Industry to represent South Africa at the UN WP 29 meetings. n A national mirror committee of WP 29 (WP29 Stakeholder Forum) is used to develop national positions and to consider how the UN regulations should be incorporated into national technical regulations.

South African Bureau of Standards: AUTOMOTIVE REGULATORY 37 WP29 STAKEHOLDERS FORUM n SCOPE The forum will deal with z The need for vehicle safety and environmental regulation/policy that is conducive to South Africa z Matters referred to it by the Executive: SABS Regulatory z Matters arising from regulations/legislators, the automotive industry and consumers z Other matters concerning automotive legislation z The forum will operate within the framework of the UN ECE WP29 forum, Standards Act, National Road Traffic Act, relevant Codes of Practice and other relevant National Legislation z Establish a South African perspective in preparation for official meetings of WP29 z Participate in WP29 working groups (GRs)

South African Bureau of Standards: AUTOMOTIVE REGULATORY 38 WP29 STAKEHOLDERS FORUM n OPERATIONAL PROCEDURES z WP29 Stakeholders Forum (SF) will meet to deliberate on matters on the official agenda and will meet three (3) times per year prior to the official WP29 meeting z Specific matters or regulations will be referred to Specialist Working Groups as and when necessity dictates z The Executive of SABS Regulatory will consider and appoint Specialist Working Groups comprising membership as proposed by WP29 SF z The Specialist Working Groups will deliberate on matters referred to them by WP29 SF and present recommendations to the the SF for consideration z The Specialist Working Group will meet when and where necessity dictates

South African Bureau of Standards: AUTOMOTIVE REGULATORY 41 WP29 STAKEHOLDERS FORUM n CONFIDENTIALITY z The meetings of WP29 are confidential and members shall not publicly divulge confidential information z Only the Executive: Regulatory has the authority to make any public announcements regarding matters discussed at WP29 SF meetings z Members may quote WP29 SF as a reference but may only do so with respect to their own position and not on behalf of WP29 SF z Only Government (DTI) shall communicate its position on any policies, report on the status of draft legislation, implementation of legislation or any other matters with respect to legislation, including matters related to developments in the United Nations
