This statute regulates the structure, goals, objectives and rules for work of the partner network for sustainable development and environmental protection (SDEP) in the Northeast planning region (NEPR), hereinafter referred to as "Partner Network" established in connection with the conditions for the development a project "DEVELOPMENT OF A PARTNER NETWORK FOR SUSTAINABLE DEVELOPMENT AND ENVIRONMENTAL PROTECTION (SDEP) IN THE NORTHEAST PLANNING REGION" WITH FINANCIAL SUPPORT FROM "SUPPORT PROGRAMME FOR NGOs IN BULGARIA UNDER THE FINANCIAL MECHANISM OF THE EUROPEAN ECONOMIC AREA (EEA) “ FROM "INTERNATIONAL ASSOCIATION SUSTAINABLE DEVELOPMENT"- VARNA (IASD).  DETERMINATION OF ACTIVITY Art.5. (1) PN is organization for implementation of activity for public benefit under NPLEA. (2) Determination of PN for implementation of activity for public benefit is irrevocable. "International Association Sustainable Development" (IASD) - Varna project: "ESTABLISHMENT OF PARTNER NETWORK FOR SUSTAINABLE DEVELOPMENT AND ENVIRONMENTAL PROTECTION (SDEP) IN THE NORTH EAST PLANNING REGION" The project is implemented with financial support of "Support Programme for NGOs in Bulgaria under the Financial Mechanism of the European Economic Area (EEA) " provided by the donor states Iceland, Liechtenstein and Norway

Art.6. The main objectives of PN are:  (1) Assistance in promoting the objectives and principles of sustainable development, balanced use of natural resources and environmental security in the formation of ecological awareness for nature conservation in all districts and municipalities in the NEP of Bulgaria with the participation and interaction of PN.  (2) Research, preservation and restoration of the environment within the EPR and participation in the implementation of programs and projects at regional, national and international level.  (3) Contributing to sustainable development, balanced use of natural resources and environmental security of sectors and industries, cross-border and industrial zones, urban, non-urban, border and protected areas.  (4) Consolidation of universities, industrial enterprises, cooperatives and other organizations and associations in the preparation of projects for sustainable development, environmental protection and environmental security.  (5) PN to be a public mediator and training center for professionals in the field of sustainable development, environmental protection, engineering ecology, organic agriculture and biotechnology. OBJECTIVES "International Association Sustainable Development" (IASD) - Varna project: "ESTABLISHMENT OF PARTNER NETWORK FOR SUSTAINABLE DEVELOPMENT AND ENVIRONMENTAL PROTECTION (SDEP) IN THE NORTH EAST PLANNING REGION" The project is implemented with financial support of "Support Programme for NGOs in Bulgaria under the Financial Mechanism of the European Economic Area (EEA) " provided by the donor states Iceland, Liechtenstein and Norway

Art. 7. PN pursues its objectives through the following activities:  (1) Alone or in cooperation with other organizations exploring the region's environment, development of analysis and projects to re-establish the ecological balance;  (2) Implementing and maintaining innovative systems, forms and methods of training, retraining and raising the qualifications of its members and experts in sustainable development, balanced use of natural resources and environmental protection;  (3) Promoting the development, financing and development of fundamental and scientific-applied perspective research projects in the field of sustainable development and participate in the work of consultative councils at international, state, regional authorities;  (4) Develop and propose for approval regulations related to fundamental aspects of its activities. Enter into contractual relations with the scientific, social and business organizations in the country and abroad for development and implementation of projects related to its principal business; METHODS AND TOOLS FOR ACHIEVING THE OBJECTIVES "International Association Sustainable Development" (IASD) - Varna project: "ESTABLISHMENT OF PARTNER NETWORK FOR SUSTAINABLE DEVELOPMENT AND ENVIRONMENTAL PROTECTION (SDEP) IN THE NORTH EAST PLANNING REGION" The project is implemented with financial support of "Support Programme for NGOs in Bulgaria under the Financial Mechanism of the European Economic Area (EEA) " provided by the donor states Iceland, Liechtenstein and Norway

 (5) Giving independent expert assessments and participate in discussion of various issues relating to sustainable regional development, environmental protection and efficient use of nature;  (6) Conducting scientific - applied conferences, workshops and meetings related to the achievement of the main goals of PN;  (7) Organizing press conferences through the mass media, collecting signatures, profiles and other forms, creates strong public opinion on all issues of sustainable development and environmental protection;  (8) Organization and maintenance of units and groups assisting the implementation of the main objectives and scope of activities;  (9) Offering and promoting the development and implementation in education study programs and projects aimed at the formation of motivation and knowledge on sustainable development and environmental protection;  (10) For any future joint project of the members of the PN, who participate in it, formed consortium between the project contractors, who operate for the duration of the project.  Art.8. Rights of the members of the PN: (1) To use PN, members of the PN as partners to develop new projects for SDEP. (2) To obtain information from PN for funding programs and competitions to develop projects for SDEP on international, national and regional level. (3) To associate with each other to achieve the objectives of SDEP by all organizational and legal forms. (4) To use the Association IASD as, a concentrator of knowledge and good practices for SDEP.  Art.9. Obligations of the members of the PN: (1) To attend the meetings of the General Assembly and to participate actively in its work. (2) To participate in the training of experts from the PN to work on the problems of SDEP. (3) To disseminate the acquired knowledge and best practices in all organizational and legal forms of residence and work. (4) To promote the development of activities for SDEP in accordance with the approved Statute and strategy of the PN. MANAGEMENT Art.10. Management bodies of PN are:  General Assembly - Collective authority  Governing Bodies - GB. "International Association Sustainable Development" (IASD) - Varna project: "ESTABLISHMENT OF PARTNER NETWORK FOR SUSTAINABLE DEVELOPMENT AND ENVIRONMENTAL PROTECTION (SDEP) IN THE NORTH EAST PLANNING REGION" The project is implemented with financial support of "Support Programme for NGOs in Bulgaria under the Financial Mechanism of the European Economic Area (EEA) " provided by the donor states Iceland, Liechtenstein and Norway

GENERAL ASSEMBLY Art.11. (1) The General Assembly is a collective body of the PN. It consists of appointed representatives of the target groups in the PN. (2) The General Assembly shall meet once quarterly to complete the project and shall be convened by the GB. (3) The meetings of the General Assembly are convene by one-week written notice containing the agenda, date, time, place and the initiative for the meeting. (4) General Meeting shall be legitimate if attended more than half of its members. A person is attended on the meeting, if with the person there is a telephone or another connection, ensuring the identification of the person and allowing participation in the discussion and decision making. This member's vote is certified in the protocol by the chairman. (5) The General Assembly may take a decision without holding a meeting, if the protocol of decision is signed without remarks and objections by all members of the General Assembly. GENERAL ASSEMBLY  Art.12. Powers of the General Assembly: (1) Determine the main districts and tasks in the activity of PN per place; (2) Elect the members of GB of PN; (3) Amend and supplement the Statute (Rules of work) of PN; (4) Adopt other internal acts.  Art.13. The General Assembly decisions shall be taken by a majority of at least half plus one of its members present. Governing Body - GB  Art.14. GB of PN consists of seven members, who are elected and dismissed by the General Assembly. GB holds meetings according to preliminary adopted plan on the initiative of the Chairman of GB or on the initiative of 1/3 of its members. POWERS  Art.15. GB of PN: (1) GB manages the activity of PN between two sessions of the General Assemblies. (2) He shall report of GB after the project end; (3) Accept and approve inclusion of new members in PN;  Art.16. GB may take decisions if there are more than half from its members at its meetings. In the absence of a quorum, the meeting shall be adjourned for one hour at the same place and with the same agenda and can take place regardless of the number of those present;  Art.17. Each member of the GB is entitled to one vote;  Art.18. Decisions of GB are taken by a majority of at least half plus one of its members present. REPRESENTATION  Art.19. PN is represented by the Chairman the Governing Council of IASD, who shall be President of GB of PN and manages its work between two sessions of the General Assembly. CHAIRMAN OF GB  Art.20. The chairman of GB of PN guided its work between two sessions of the General Assembly under this Statute, Strategy of operations of PN and the Contract on the current project.  Art.21 (1) PN is terminated by the expiry of the project and acceptance of the report thereon by the contracting authority. (2) After the expiry of the project and acceptance of the report PN may continue its existence by resolution of the General Assembly. (3) In the case of paragraph (2) the General Assembly must decide whether to stay with the existing statute or it will adopt a new.  § 1. PN in correspondence will use the stamp and the letterhead of the Association IASD;  § 2. All matters not provided for in this Statute of PN will be settled according to the Bulgarian legislation;  § 3 This statute was passed by the General Assembly of the PN on in Varna.
