Works of EGTT and NAPA Process Technologies Needs Assessments Innovative Financing Adaptation Technology

o The purpose of TNAs is to assist in identifying and analysing priority technology needs, which can form the basis for a portfolio of EST projects and programmes which can facilitate the transfer of, and access to, the ESTs and know-how in the implementation of Article 4, paragraph 5, of the Convention

TNAs -- a set of country-driven activities that identify and determine the mitigation and adaptation technology priorities of Parties,…, particularly developing country Parties They involve different stakeholders in a consultative process to identify the barriers to technology transfer and measures to address these barriers through sectoral analyses These activities may address soft and hard technologies, such as mitigation and adaptation technologies, identify regulatory options and develop fiscal and financial incentives and capacity building

GEF has provided funding to 94 non-Annex I Parties to conduct TNAs through its interim financing for capacity-building in priority areas – enabling activities phase II (also known as “top- ups”). 80 are being supported by UNDP and 14 by the UNEP. Some 34 TNA reports are available “Conducting TNAs for climate change” handbook, produced in collaboration with CTI, the EGTT and the secretariat, was made available to Parties in 2004

TNAs | What are commonly identified adaptation technologies in TNAs?

Understanding and demonstrating a mastery of these common ingredients, combined with knowing the audience will greatly increase the chances of success. The guidebook explains these common ingredients using a question-and-answer framework: What is being proposed? - The core concept Where will the proposal be implemented? - The setting Who will champion the proposal and see it to completion, and who else must be involved? - The team How will the proposal be implemented? - Implementation plans Why is the proposal important and why should it be supported? - Expectations What if things do not go as planned? - Contingencies To Whom is the proposal addressed? - The audience

The guidebook is structured around five stand-alone-modules Chapter 1 is a summary of the entire guidebook. Chapter 2, “Before preparing a proposal”, presents the seven-question approach Chapter 3, “Preparing a proposal”, step-by-step approach to the issues to be addressed Chapter 4, “Presenting a proposal”, addresses the requirements of getting a well-prepared proposal Chapter 5, “Customizing a proposal”, addresses the needs of proposals specifically targeted to donors who require a logical framework presentation A CD containing all spreadsheets is attached to the guidebook

The EGTT cooperates with the Climate Technology Initiative to initiate a Private Financing Advisory Network to provide further technical assistance to project proponents in developing countries in the preparation of project financing proposals to facilitate access to financing Several projects have been identified and they are in the process of being funded by private sector investment

Some Thoughts TNA, NAPA, NC are closely linked and mutually complementary to each other Synergy of all assessments is crucial for national implementation of adaptation programmes and activities Implementations of well coordinated projects with priority in socio-economic development Phasing NAPA implementation into national development takes time, it could start on sectoral basis Regional Economic Commissions e.g. UNESCAP UNECA and UNECLAC have long experience in socio-economic development, could assist in NAPA implementation
