Background ECOWAS the 15 Member States have determined that the provision of affordable electricity supply to consumers and industry can more easily be achieved by interconnecting the electricity networks of countries in the region To this end, the West African Power Pool (WAPP) was established in 1999 The Bolgatanga (Ghana) – Ouagadougou (Burkina Faso) electricity interconnection is one of WAPPs priority interconnection projects. WAPP Secretariat, on behalf of the VRA of Ghana and SONABEL of Burkina Faso, is coordinating the implementation of the 225 kV Bolgatanga (Ghana) – Ouagadougou (Burkina Faso) interconnection project to permit the exportation of cheaper power to Burkina Faso from Ghana ECOWAS the 15 Member States have determined that the provision of affordable electricity supply to consumers and industry can more easily be achieved by interconnecting the electricity networks of countries in the region To this end, the West African Power Pool (WAPP) was established in 1999 The Bolgatanga (Ghana) – Ouagadougou (Burkina Faso) electricity interconnection is one of WAPPs priority interconnection projects. AFRICAN DEVELOPMENT BANK GROUP Description Preparatory Activities update the feasibility study and carry out detailed engineering designs conduct a preliminary Line route survey for 225 kV transmission interconnection project conduct an Environmental and Social Impact Assessment prepare Tender Documents for the procurement and installation of the transmission line and related substations under the project. Objectives Burkina Faso to have an alternative and diversified source of energy supply through imports providing Ghana the opportunity to export excess capacit additional link for the WAPP transmission system advancing their goal of an interconnected network in the ECOWAS region, which ultimately could result into a fully fledged electricity market.

AFRICAN DEVELOPMENT BANK GROUP Description Executing Agencies WAPP VRA SONABEL Cost The total cost is about US$1.90 million The NEPAD-IPPF is providing US$500,000 of the total cost to cover the environmental impact assessment and the Audit Financing The studies were being co-financed by NEPAD-IPPF, USAID, AFD-DBSA PPF, VRA and SONABEL respectively. EIA component of the program by NEPAD- IPPF, AFD-DBSA PPF, VRA and SONABEL, the Feasibility Study Update by USAID, DBSA and VRA.

AFRICAN DEVELOPMENT BANK GROUP Benefits Infrastructure Need in Africa (according to PIDA) An efficient and safe electricity supply mode to Burkina Faso improved, affordable and sustainable access to energy for WAPP countries with limited energy resources Economic benefits from cost-savings associated with a significantly reduced utilization of fossil fuels for powering generating plants in Burkina Faso Fiscal benefits accruing to both Ghana and Burkina Faso governments through increased business and industrial activities; Ensure security of electricity supply for the interconnected networks in the region in the long-term, through diversification of supply sources and optimal utilization of the region’s energy resources
