Transport Policy as an Enabling Framework for Green Growth in South Africa Ngwako Makaepea Department of Transport 18 May 2010

Presentation Outline Introduction Key thrusts Transport policy update Threats, Challenges and Opportunities for action Regional and International Collaboration Future focus areas and policy instruments Recommendations for Green Economy Plan Conclusion

Introduction Transport key for promoting economic growth, connectivity, access to trade thereby promoting sustainable development and addressing poverty. Transport contribution to GHG emissions Transport contributed 13% of South Africa‘s energy emission base year 2000(DEAT, GHG inventory 2009).

Key thrusts Policies, Programmes and projects design based on principles of sustainable development Provide adequate and quality transport infrastructure and systems Accessible and affordable transport services

Transport Policies and Strategies The Draft national Non-Motorised Transport (NMT) Policy This will lead to a reduction in Greenhouse Gas emissions from transport/ pedestrianazation The Rural Transport Strategy for South Africa Development all weather roads and sustainable rural transport systems

Transport Policies and Strategies Cont. The National Transport Logistics Strategy for South Africa Promotes modal integration of freight movement Public Transport Strategy aimed at providing a safe, reliable and cost effective transport Introduction of BRT and Integrated Public Transport networks

Transport Policies and Strategies Cont. National Transport Master Plan 2050 and integrated Transport planning National Land Transport Strategic Framework for South Africa land based transport and infrastructure and ITPs The Road Infrastructure Strategic Framework for road classification across spheres of Govt in promoting sustainable development

Threats, Challenges and Opportunities for action The EPWP has secured funding for infrastructure projects, specifically road projects and it is envisaged that some funding will be used to create green jobs in these projects Development of NMT infrastructure & green jobs around 2010 roads projects

Challenges conti Promotion of modal shifts, favouring transport modes with high transport and fuel efficiency, e.g. high-speed passenger trains or rail such as the Johannesburg to Durban high speed passenger train as well as shifting freight from road to rail.

Regional and International Collaboration SADC & AU engagements and protocols International Civil Aviation Organization, International Maritime Organization International agreements across all modes of transport

Policy direction Climate response strategy for the transport sector Energy efficiency framework for the transport sector including cleaner fuel technologies & alternative fuels Emphasis on the introduction of electric and hybrid vehicles into the mitigation of climate change

Policy direction conti Rail Policy and programmes addressing inefficiencies in the rail sector Civil Aviation Policy address emission reduction Model for optimum cargo split Compile GHG inventory( emissions aviation

Recommendations Continued investment in the maintenance and financing of transport infrastructure Foster and enhance Private and Public Partnerships Transport policies that take into consideration land use patterns and environment to promote sustainability. Promotion of Public Transport and non- motorized

Conclusion There is a need to improve the integration of economic, social and environmental concerns in planning and implementation of transport policies. South African Transport sector is critical in mitigating and adaptation to climate change and contribution to sustainable development
