TOM TORLAKSON State Superintendent of Public Instruction Introduction The Summer Food Service Program (SFSP) is a federally funded program that reimburses agencies for providing free, nutritious meals and snacks to children in low-income areas when children are out of school for at least 15 continuous school days.

If you are a school, government agency, or a private nonprofit agency you can help! The SFSP is funded by the United States Department of Agriculture (USDA) and administered by the California Department of Education (CDE), Nutrition Services Division (NSD).

TOM TORLAKSON State Superintendent of Public Instruction Who can sponsor the SFSP? The following types of agencies may be approved to sponsor the SFSP. Public or private nonprofit schools Public or private nonprofit residential camps Local county, state, federal government entities

Public or private nonprofits located on college or university campuses such as Upward Bound Programs, Summer Bridges, or National Youth Sports Programs Private nonprofits such as food banks, boys and girls clubs, churches, etc.

TOM TORLAKSON State Superintendent of Public Instruction How Can You Help? There are two ways an agency may help provide meals to children. 1.Become a sponsor and establish meal sites in low-income areas. 2.Become a site and receive, serve, and report meals served to the sponsoring agency.

TOM TORLAKSON State Superintendent of Public Instruction Financial and Administrative Abilities The sponsoring agency must have the financial and administrative abilities to oversee all aspects of the SFSP.

TOM TORLAKSON State Superintendent of Public Instruction Administrative Ability The agency must have the following staff to operate the program. Sponsor level o Program Director o Monitors o Bookkeeper Site Level o Site Supervisor (one per site)

TOM TORLAKSON State Superintendent of Public Instruction Financially Capable Sponsors must have other finances to cover SFSP expenses until they receive their reimbursement and/or to cover any excess costs.

TOM TORLAKSON State Superintendent of Public Instruction Some sponsor responsibilities are: Preparing and submitting claims for meal reimbursement Monitoring sites Providing ongoing guidance to administrative and site personnel Attending State training each year Obtaining meals for sites Administrative Responsibilities

TOM TORLAKSON State Superintendent of Public Instruction To be a SFSP site, the facility must: Attend their sponsor’s annual training Store and distribute meals appropriately according to the SFSP guidelines Keep daily records of meals served Supervise meal service activities Site Responsibilities

TOM TORLAKSON State Superintendent of Public Instruction Obtaining Meals Sponsors can either: Prepare their own meals Purchase complete meals from a food service vendor Either way, the sponsor must document how they obtained the meals.

TOM TORLAKSON State Superintendent of Public Instruction Steps to Become a Sponsor To get started, the agency must contact a SFSP specialist. The specialist will: Provide additional SFSP information and determine the best way a site may qualify Obtain contact information to ensure that the agency receives program information Send the agency an SFSP Introduction packet. The Introduction packet will provide forms needed to obtain a Child Nutrition Information and Payment System (CNIPS) user ID and temporary password to file an application online.

TOM TORLAKSON State Superintendent of Public Instruction Site Participation Agencies that do not want to enter an Agreement with the NSD to become a sponsor, but wish to be a meal service site, will need to find a sponsor in their area. Agencies may obtain a list of sponsors, by county, from our Web site at: Sites do not have to attend the NSD training because they are trained by their sponsor.

TOM TORLAKSON State Superintendent of Public Instruction To ensure agencies are ready to implement the SFSP, they must attend either our one day webinar training sessions hosted by the NSD, or our one day live workshop. Agencies wishing to become a sponsor will receive additional webinar and workshop information.
