1 Status Report on H. Ligarde Elementary School Parking Lot Facility Construction Department August 16, 2002

Ligarde Elementary School Parking Lot Assessment Status: Original parking spaces prior to the new construction as a result of the District’s Bond Program: –North Parking lot: 43 –South Parking lot:27 –East Parking lot: 6 76 Total parking spaces All above noted parking spaces have been removed to allow for the construction of the new facilities.

4 The new north parking lot that will eventually accommodate 96 parking spaces was to begin construction during the summer months. Timeline of major milestone are as follows: –Board Presentation & Project Approval: May 16, 2002 –Purchase Order Requisition presented: May 16, 2002 –Contract prepared and delivered for review: May 28, 2002 –Execution of Contract Agreement: June 14, 2002 –Purchase Order authorization: June 27, 2002 During this time it was discover by the Facility Construction Department that the north parking lot and improvements were designed on the Tinaja Creek drainage easement. Further investigation by the Facility Construction Department confirmed that Drainage Easement required modification. Construction of the north parking lot was detained by Facility Construction Dept. until the resolution of the drainage easement. The 2002 – 2003 Academic School year will begin with the teachers, administrative and support staff parking on a temporary parking lot until the permanent parking lot is constructed. –Minimum required actual parking spaces on a daily basis for teachers, administrative and support staff is 50 parking spaces. Temporary parking spaces have been provided for to satisfy teacher and staff parking.

10 Temporary parking lot for teachers and staff until a permanent parking lot is constructed. Parking lot has been painted and leveled. Temporary parking could serve the needs of the campus for the next 6 – 8 weeks without affecting the construction schedule. Ligarde Elementary – Northeast view

11 Options for the Permanent Parking Lot for H. Ligarde Elementary School 1.Continue with the construction of the north parking lot on the drainage easement, as originally designed by the Architect, however select fill will not be imported to the site to raise the parking lot’s elevation. The parking lot shall be leveled but conforming with the natural terrain (slope) of the retention pond. Pros: Parking lot area has already designed A credit by the General Contractor will be in order for the placement and compaction of the select fill since it will not be required. No land acquisition is required Plan has been tentative approved by City of Laredo Engineering and Environmental. Cons: Parking lot will be built in a drainage basin and will be susceptible to occasional flooding. Parking lot would be in the path of the natural drainage flow. Parking lot could be designed to resist occasional flooding, however cleaning & maintenance of debris will be required after any flooding.

Ligarde Elementary School 2.Design the required parking lot off-site west of South Canada Street. a)Land acquisition Pros: Parking lot will not be in the drainage easement Parking lot will be closer to the administrative office minimizing the distance of travel. Cons: Land acquisition will be required Purchased land will no longer be in the District’s Tax Rolls. Displacement of any occupied landowners or tenants. Loss time due to the acquisition and design the parking lot. Option recommended by the Facility Construction Department

Ligarde Elementary School 2.Design the required parking lot off-site west of South Canada Street. b)Long term lease agreement with landowners a)Contract terms shall be negotiated and determined by the amortization and life cycle of the cost of the improvements. (Time required before the District achieves it’s return of capital improvement investment). Pros: Parking lot will not be in the drainage easement Parking lot will be closer to the administrative office minimizing the distance of travel. Increases the quality of life for certain landowners – economic incentive Increases the appraised value of the land and tax revenue for the District Cons: Subject to landowners being in favor to the terms and conditions of a long term lease. Loss time due to the negotiation of contract and design the parking lot.

Ligarde Elementary School 2.Design the required parking lot off-site west of South Canada Street. c)Rental agreement through a third party developer in which the developer would design/build the required parking lot for the Laredo ISD Ligarde Campus and the District would rent the facility. Pros: Parking lot will not be in the drainage easement Parking lot will be closer to the administrative office minimizing the distance of travel. Promotes free enterprises – A request for proposals would be required District does not incur design or construction cost – built to suit by developer Property will remain in the District’s Tax Rolls. Cons: Most expensive method due to the developer profit margin Lease agreement - No capital gain for the District

15 Options for the Permanent Parking Lot for H. Ligarde Elementary School 3.Design the required parking lot on-site east of H. Ligarde and south of H. B. Zachry (Area above drainage easement). Pros: Parking lot will not be in the drainage easement No land acquisition will be required No displacement of landowners Minimal loss time due to the design of the parking lot since no land acquisition is required. Cons: Teachers/staff will be required to walk across drainage basin through series of sidewalks or will be bused from the parking lot to the main campus. Sidewalks must comply with the American Disability Act in regards to slopes Limited land available above the drainage easement Parking lot will be a distance way from the main campus

16 Options for the Permanent Parking Lot for H. Ligarde Elementary School 4.Design a consolidated parking lot facility that is shared by both H. B. Zachry and H. Ligarde Elementary Schools within District’s property that is above the drainage easement. Pros: Parking lot will not be in the drainage easement No land acquisition will be required No displacement of landowners Minimal loss time due to the design of the parking lot since no land acquisition is required. Cons: Teachers/staff will be required to walk across drainage basin through series of sidewalks or will be bused from the parking lot to the main campus. Sidewalks must comply with the American Disability Act in regards to slopes Limited land available above the drainage easement Parking lot will be a distance way from both campuses

17 General Comments: –Car pooling is recommended, however the City of Laredo Land Development Code (LDC) has specific requirements on the number of parking spaces that are required for an educational facility. LDC requires – Two parking spaces for every classroom and one parking space for every administrative office. –Off site parking / Busing at alternate location other than Zachry / Ligarde tract was considered however did not qualify as an option due to the similarities with Options 3 and 4.
