Background The National Development Plan (NDP) provides the framework for monitoring development outcomes in Uganda. Over the last decade, remarkable achievements have been made in the economic and social sectors (For example, Growth rate of GDP of over 5% per annum, Inflation rate below 10 % per annum, among other accomplishments). However, there have also been challenges in some sectors like agriculture and little progress has been made.

Background Cont’d Sustaining the successes made and supporting the hitherto slow sectors requires that the NDP focuses on results as a key ingredient and data and information plays a major role in informing policy direction.  The Uganda National Panel Survey programme (UNPS) will meet this demand by:  Providing annual outcome measurement

Background cont’d Supporting analysis to feed into decision making Providing opportunities for learning through Lessons learnt from large scale interventions Accommodating impact evaluation

Background cont’d UNPS is part of: UBOS’ Long term Census and Survey Plan covering a 10 year period which in turn is part of: the Plan for National Statistical Development which provides a framework for statistical improvement across Ministries, Departments and Agencies The UNPS compliments rather than replace other data collection efforts (e.g UNHS, UDHS, Service delivery Surveys)

Objectives of the survey  To provide information to monitor the NDP and other programmes (eg PMA) and feed into the Government Annual Performance Review GAGR)  Provide high quality nationally representative annual data on: Income dynamics at household level Service delivery Consumption expenditure to monitor poverty Provide estimates of production for some selected crops

The Panel survey programme  The UNPS started in 2009 and was the first independent panel household survey to be undertaken in Uganda. The panel is drawn from the 2005/06 UNHS  The series of annual panel surveys that will span a period of 5-10 years  First Panel survey component was in 1999/2000 Uganda National Household Survey

Coverage The Panel Survey is a nation-wide survey covering four modules namely, socioeconomic, agriculture, market and community/facility module

Sampling design and sample selection About 3,220 households from 322 Enumeration Areas (EAs), selected initially from the 7,426 households visited by the UNHS

Sample design Cont’d:  In each EA, the UNPS visits all the UNHS05/06 households that can be found, as well as those split-offs that can be tracked with the resources available  The UNPS sub sample is distributed proportionately across different strata

Sampling design Cont’d  The initial sample was maintained for three consecutive years (2009/10, 2010/11 and 2011/2012).  Thereafter, one third of the sample was replaced by new households using the frame developed for the 2014 Population and Housing Census..
