EASA Rulemaking Process – Overview Phase 1: Programming Phase 2: Rule development Decision 4-year Rulemaking Programme Opinion This is the overview of the rulemaking procedure. On the left we see the incoming proposals from different sources. In the programming phase we assess and prioritize the proposals, consult with TAGs/RAG/SSCC to produce the 4-year rulemaking programme. Certain proposals may also be rejected at this stage, for example if they are already handled by another task or if they fall outside the remit of the Agency. So, the final product of the EASA rulemaking procedure is either a Decision or an Opinion. Agency Decisions are directly applicable to the sector. Opinions, however, are addressed to the European Commission to be used in the legislative process of the European Union. What to do when? How to do it? 16/05/2015 EUFALDA general assembly

ICAO ANNEX 6: Flight dispatcher requirements ICAO Annex 6 Part I requires in its chapter 10: 10.2 The State of the Operator, [..], shall require that, as a minimum, flight dispatchers meet the requirements specified in Annex 1 for the FD licence. ICAO Annex I provides a list of requirements related to the issuance of flight dispatcher licence. These requirements are made applicable to any flight dispatcher (with or without licence) by Annex 6 and are mostly related to the flight dispatcher initial training. ICAO Annex 6 10.3 A flight dispatcher shall not be assigned to duty unless that person has: operator-specific training course One-way qualifying flight in FC compartment Knowledge of Content of OM Nav and radio equipment knowledge related to operations for which he is responsible Seasonal MET conditions and sources of MET info Effect of MET conditions on radio reception Peculiarities and limitations of each NAV systems Aeroplane loading instructions Knowledge and skills of human performance relevant to his duties Ability to perform flight dispatchers’ duties 16/05/2015 EUFALDA general assembly

Current provisions in Reg. (EU) No 965/2012 ORO.GEN.110 Operator responsibilities (e) The operator shall ensure that all personnel assigned to, or directly involved in, ground and flight operations are properly instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and the relationship of such duties to the operation as a whole. GM1 ORO.GEN.110(c) Operator responsibilities OPERATIONAL CONTROL (a) ORO.GEN.110(c) does not imply a requirement for licensed flight dispatchers or a full flight watch system. (b) If the operator employs flight operations officers in conjunction with a method of operational control, training for these personnel should be based on relevant parts of ICAO Doc 7192 Training Manual, Part D-3.
