RADM Qiu Yanpeng, Deputy Chief of Staff of East Sea Fleet Chinese P.L.A Navy
The 8th RSS2010 Venice, advocated by the Italian Navy and pushed forward by many navies, has become an important forum on deepening friendship and exchanges of ideas of various navies aimed at bettering regional security and cooperation, and the symposium has aroused ever more serious attention of many sea powers.
Communication and cooperation between navies in an effort for maritime harmony, peace and development is also the objective the Chinese Navy has long been seeking for, though this is the first time she joins the function.
The Chinese Navy is a defense sea power aimed at safeguarding maritime security of the country. China is a bigger country of responsibility. The Chinese Navy is taking an active role in the international maritime security affairs in an open way.
The Chinese Navy is playing an ever more important role in safeguarding maritime peace and development, which has been recognized by most peace-loving countries.
The Chinese Navy follows the concept of Peace, Opening-up, Co- operation and Harmony. It follows the security outlook of Mutual trust, Mutual Benefit, Equality and Coordination.
In the past 60 years of its growth, the navy has dispatched 33 batches of ship groups, 40 naval vessels in total, to 30 countries of five continents for port visit. It has organized or participated dozens of bilateral or multi-national military exercises.
The exchanges and co-operations of the opening-up Chinese navy with confidence are multi-dimensional, and transparent. We believe bilateral contact brings about understanding; bilateral understanding leads to trust. Henceforth, we are looking forward to improving bilateral military trust by the suggested means of touch.
The Chinese navy has also been contributing to building up such steady and efficient platforms of communication and co-operation between navies. PLA Navy commander, Adm. Wu, points out, navy is an international force; exchanges and efficient co-operations between navies cannot be ignored in tackling with non-traditional threat in the wild maritime environment.
Dear friends, the Chinese Navy Delegation has been invited to join the function with good wishes. I believe that our navy will have more communication and co-operation in wilder fields on a deeper level for a brighter future we are all looking forward to.
The 21st century seems to be “a century of the seas”; thus, Harmonious seas and regional stability are the common fine pursuit of the people in the world.
The Chinese navy will continue to hold “Opening-up, Pragmatic and Co- operative” spirit in securing regional maritime peace and stability, as well as in building harmonious seas together with various navies.
Last, but not least , best wishes to the great success of the symposium!
