Master License Agreement Sets forth terms and conditions under which the program operates Protects Caltrans’ and carrier’s interests Is entered into with each carrier
Site License Sets forth site specific terms and conditions Is required for each selected site Specifies rate, term, and use Each site license has a term of 10 years with three, five year options
Site Proposals District’s Airspace Review Committee (DARC) reviews all site proposals for: Access from outside the right of way Provide space for Caltrans’ facilities Connect to utilities from outside right of way Minimize interference with operations Comply with all local ordinances
With Conceptual Approval $1,000 processing fee required DARC reviews the plans and identifies concerns/issues Carrier executes Site License Agreement and has six months to obtain required permits and approvals Preliminary FHWA approval is obtained
Final Approval Carrier obtains environmental clearance DARC approves final plans upon the issuance of local permits Final FHWA approval is obtained Carrier applies for encroachment permit and pays prorated license fee Construction is scheduled
