SUMMARY OF REVISED CERTIFICATION CODE MDE update May 18, 2012

SOME SIGNIFICANT CHANGES PROVISIONAL CERTIFICATES (INITIAL) The applicant shall have early and ongoing structured field experiences before student teaching with diverse student populations and in diverse instructional settings. Therefore, the applicant shall present evidence that he or she has begun to master a substantive field and is able, because of his or her teaching skills, to stimulate pupils to seek more knowledge and understanding.

The MDE has renamed State Board Continuing Education Units, previously known as SB-CEU, to hours. They are now called… State Continuing Education Clock Hours (SCECH) To convert SB-CEU to SCECH: multiply the SB-CEU by 10. (2.4 SB-CEU x 10 = 24 clock hours) Old SB-CEUs can still be used for credits and are recorded in the Michigan Online Educator Certification System (MOECS). Using the SCECH, 1 semester college credit is equivalent to 30 clock hours.

PROFESSIONAL EDUCATION CERTIFICATE (valid for 5 yrs.) REQUIREMENTS: National Board Professional Teaching Standards Certification OR Beginning September 1 st, 2013, one of the following:  6 credit hours in a planned program at an approved teacher preparation institution  6 credit hours of appropriate to grade level and content endorsements  180 hours of SCECH in approved professional development appropriate to grade level and content endorsements  150 hours of annual district provided professional development (DPPD) through professional development programs appropriate to grade level and content endorsements  Any combination of credit, SCECH and DPPD hour that equates to 180 hrs AND 3 credit hours of reading diagnosis and remediation (This may count as part of the 6 credits) 3 years successful teaching experience

PROFESSIONAL REQUIREMENTS SUMMARY 1.) 6 credit hours or 180 SCECH or 150 DPPD at district level or any combination equal to 6 credits hours (this includes the reading diagnostics course) 2.) 3 years successful teaching experience If the requirements are NOT met by time of initial expiration, teachers may apply for a provisional renewal which is VALID FOR 3 YEARS PROVISIONAL RENEWAL REQUIREMENTS  6 credits in any combination described OR  Completion of a Master’s degree or higher degree in areas appropriate to K-12 teaching

Upon expiration of the FIRST RENEWAL of the PROVISIONAL certificate… A SECOND RENEWAL may be granted if after issuance of the first renewal, the applicant has completed…  6 credits in any combination described previously OR  Completion of a Master’s degree or higher areas appropriate to K-12 teaching A THIRD RENEWAL may be granted if…  all credit hours for professional certificate have been met AND  the employing school district sponsors the teacher NOTE – Each renewal is valid for 3 years. Third renewals are NOT available for substitute teaching

PROFESSIONAL CERTIFICATE RENEWALS  6 credit hours in a planned program at an approved teacher preparation institution  6 credit hours of appropriate to grade level and content endorsements  180 hours of SCECH in approved professional development appropriate to grade level and content endorsements  150 hours of DPPD through professional development programs appropriate to grade level and content endorsements  Any combination of credit, SCECH and DPPD hours Note- 30 clock hours for SCECH/DPPD are equivalent to 1 credit hour. PROFESSIONAL CERTIFICATES ARE VALID FOR 5 YEARS

OPTIONAL Advanced Professional Education Certificate REQUIREMENTS: Must complete ALL  holds professional education certificate level  holds National Board certification OR has completed a teacher leader training or preparation program approved by MDE  received 5 consecutive effective or highly effective ratings on the annual teacher evaluation in the most recent 5-year period Renewals: Candidates must meet the same requirements for professional renewal listed previously, as well as, 5 consecutive effective or highly effective annual evaluation ratings.
