Urban deliveries thus often become a frustrating experience URBAN DELIVERY IN DAILY PRACTICE

BESTFACT BEST PRACTICE 5  BESTFACT addresses Best Practices and innovations in freight transport by collecting and disseminating information and success factors in urban freight, co- modality and eFreight  BESTFACT best practice based on 4 criteria  innovative and feasible approach  data availability  include measurable positive effects on strategic targets  Transferability  Not ranking but classifying best practices  Success factors, bottlenecks and approaches for transferability 5

URBAN CONGESTION DRIVER FOR NIGHT DELIVERY INRIX Studies > Annual congestion costs (in Bio USD) > Congestion costs in cities (in Bio USD) D33,443,8 UK20,533, London8,514,5 Stuttgart3,24,2 Paris11,718,7

NIGHT DELIVERY CHARACTERISTICS Addressing peak hour congestion and city access restriction policies Starting from a distribution/logistics center, warehouse in multi shift operation Making delivery to selected locations in inner city area Employing low noise equipment Agreement from city side on out of hours delivery is given Examples: Spare parts Press Retail Restaurants 22:00 23:00 23:45 0:30 1:00 1:45 2:30

NIGHT DELIVERY IMPACT IVECO studied the impact of night delivery on European level in 2001 Key Indicators > Reduction vehicle km by 12,6% > Reduction vehicle hours by 17,4% > Increase average speed by 5,8% from BESTUFS workshop

Solutions for night transport >Max noise level of 60 DB(A) during 23:00 and 7:00 >Development of test procedures and recommended low noise technology and procedures that can meet the PIEK standard >Low noise engine >Low noise handling equipment >Staff training Establishing an implementation process based on the joint responsibility of transporter, retailers and municipality PIEK PROGRAMM ( ) from BESTUFS workshop

BARCELONA NIGHT DELIVERY Starting point: Traffic problems in the city of Barcelona > Time and location of space availability does NOT meet operators individual, detailed needs > Concentration of delivery processes between 23:00 to 24:00 and 5:00 to 6:00 > 40 t trucks deliver grocery stores directly during the night instead of going to a regional distribution centre > Noise adapted equipment: trucks, loading/unloading utilities (fork lift, lifting ramp, etc.) > Rules for the drivers: no loud speaking, switch off the radio during delivery > 7 trucks (vans) during day time replaced by 2 large trucks during night time > Noise level for the loading and unloading was in line with regulations > Extension of the system by the operator to 137 outlets throughout Spain from BESTUFS conference

THE HAGUE ALBERT HEIJN Access to cities is restricted in terms of time and vehicle type > Distribution activities : morning (8 – 12 am) > Afternoon: no access for lorries only pedestrians > Lorries enter the city in the morning in rush hour Based on the Dutch PIEK programme: Senter Novem / Albert Heijn 5 trials in 2007 > Deliveries between 05:00 and 07:00 > Deliveries between 19:00 and from BESTUFS final conference

Results are very positive > More than 1000 deliveries and just 1 complaint > Less emission (23% CO2) > Cost-savings > Better usage of capacity > Large potentials from upgrading(3) Rigid to (1) Euro- trailer (about 75% saving in fuel and CO2) > Less jam delays / waiting hours / km’s PIEK implemented in 50 cities replacing 1000 vehicles in 2010 NIGHT DELIVERY ALBERT HEIJN from BESTUFS final conference

“Charter for good transport practices and freight deliveries in Paris” (2006) > Built around a number of important shared principles and specific commitments of 47 partners > Set up of projects, among which night delivery received high priority > Developed a Certibruit label that certifies the entire delivery process including the following conditions: > Fulfilling site requirements > Obligation to use PIEK certified equipment > Trained staff (proved by certification) > Certification is shown by a label on the truck > Trial with Casino and McDonald Restaurants took place NIGHT DELIVERY PARIS

> GENALOG started in 2014, „Silent Night Logistics“ with trials in Dortmund, Karlsruhe and Cologne, using electric truck (12t) for silent delivery > Stockholm; Currently the city centre limits access to trucks between 22:00 and 06:00. Starting in 2014 a pilot project is being carried out using a hybrid electric vehicle delivering to three city centre stores. The trial is being monitored and will inform future developments. > Lyon; Started work on the scope to change the time of deliveries in early A pilot test has been carried out during the period June to September Results from the test are positive and a second wave of involving more companies and more deliveries will now take place. NIGHT DELIVERY FURTHER EXAMPLES

> Night delivery enabler: low noise equipment > Monitoring: Paris using a labelling approach on the delivery process establishing a hotline for residents, Barcelona regulation scheme for 6 months than renewed > Branches. Mainly retail driven; need for on site staff during night, trip patterns > Success Factors: > Retailer and transport operator motivation/willingness > Authorities willing to try more flexible delivery solutions > Distribution from PDC with large trucks and shipment size show biggest saving potentials, what about urban DC ? (no examples yet) NIGHT DELIVERY CONCLUSIONS from BESTUFS workshop
