Background to Road Safety Support AUSAID funded a report in which took a broad look at road safety in Indonesia and recommended activities which were suitable for support by AusAID. The recommendations included Technical Assistance and training in road safety engineering for Bina Marga, with capacity building over a minimum 5 year period  Tasked with transferring technical knowledge to DGH engineers and supporting the establishment of a road safety engineering team within DGH  Working closely with the new Road Safety Engineering Unit in the DGH Head Office – for the IndII Road Safety Project

IndII supported Road Safety Engineering The Road Safety Engineering Unit (RSEU) is now one year old. Many workshops have been held; knowledge transfer has taken place. The RSEU is still a “baby” The challenge is large – resources are few. But champions are being found and interest is high. Key challenges: - Sustainability - Developing a profession that attracts young graduates to RSE as a profession of choice - Moving from “bad” to “good” road safety engineering practice on the highways

What has IndII Phase 1 Done to Address the Challenges? The objective of the IndII road safety support in Bina Marga has been to implement efficient, effective, and accountable road safety management for road infrastructure projects through:  Activity focused on training and workshops to develop skills and awareness in RSE Unit and in the Balai offices  Activity support to carry out EINRIP RSA’s and blackspot investigations for DGH  Activity 195 – preparation of a series of three manuals and matching DVDs on road safety engineering topics

8  Road safety engineering workshops – in 4 Balai’s (Medan, Palembang, Jambi, Bandung)  Two major workshops on safety at road work sites – Denpassar and Makassar  Road safety audits (11)  Blackspot investigations (34)  Fact Finding Missions to Melbourne 2010, 2011  “Making Indonesia’s Roads Safer” book 2010 IndII Activity 014:

Activity 194:Crash Reduction Program and Road Safety Audits  Sixteen detailed design stage audits of EINRIP projects were carried out for AusAID.  Thirty blackspots were investigated; 20 sites were designed and presented to DGH.

Activity 195:Road Safety Engineering Support – Manuals and DVDs  These manuals and matching DVDs are a training and educational aid for engineers, decision makers, and students. The manuals and DVDs demonstrate how to do an audit, how to investigate a blackspot, what is and what is not good road safety engineering practice  Bahasa and English  Topics covered to date are Road Safety Engineering for Indonesia, Roadside Hazard Management, and Road Safety at Road Work Sites.  This series will grow in IndII Phase 2

There is real momentum in road safety in Indonesia National Road Safety Action Plan is about to be released Bina Marga has released its 5 Year Plan (Renstra ) and road safety features prominently It has a 5-year target of implementing 150 blackspot improvements Balai’s are becoming more active in road safety – they seek assistance from the RSE Unit Traffic Police and WB have a Crash Data Base project underway Law 22 (July 2009) is starting to influence road agencies The time is here to make big positive strides in road safety in Indonesia.

Lessons Learnt in IndII Phase 1 The RSEU has an important role in DGH. It must grow. Many engineers “blame the road user”. We are working to alter attitudes. Engineering graduates are unaware that RSE can be a career. Balai’s need RSE help – RSE units must be developed in each one. More technical knowledge (manuals and DVD’s) is urgently needed. Engineers need to witness “successes” – the demonstration projects can do that. Road safety at road works is a “hot topic” – improvements can be achieved at low cost and will be very visible to all. Strong efforts will be made in this area. Crash data is inadequate. Interaction with Police is vital for long term sustainability of blackspot programs. Everything takes time! RSE is still a “baby” The lessons learnt will allow us to address some of the basic challenges in road safety engineering in Indonesia.

The IndII Phase 1 Road Safety Project has been very well received. It has started to make positive changes to road safety engineering within the DGH. It is the start of bigger and better things for DGH and for Indonesian road users. Road safety engineering will grow and develop further in IndII Phase 2 (deeper and wider). The move to provide TA and capacity building to Traffic Police and MoT will open new opportunities and challenges for the benefit all Indonesian road users.
